TOWN OF CHURCHBRIDGE
ANIMAL CONTROL BYLAW
2025-008
The Council of the Town of Churchbridge in the Province of Saskatchewan enacts as follows:
1) PURPOSE OF THE ANIMAL CONTROL BYLAW
The purpose of this bylaw is:
1.1 To control and regulate cats and dogs;
1.2 To provide for licensing of cats and dogs;
1.3 To control and regulate other animals including exotic and wild animals.
2) DEFINITIONS
2.1 "Cat" shall mean any domestic feline over the age of three (3) months.
2.2 "Council" shall mean the Council of the Town of Churchbridge.
2.3 "Designated Officer" shall mean any person appointed by the Town of Churchbridge
for the purpose of enforcing the provisions of this bylaw.
2.4 "Dog" shall mean any domestic canine over the age of three (3) months.
2.5 "Livestock" shall mean horses, donkeys, cattle, sheep, goats, llamas or alpacas and
swine.
2.6 "Neuter" shall mean to render a male cat or dog sterile.
2.7 "Owner" or "keeper" shall mean any person who owns or harbours any animal to
remain about their house, place of residence or property.
2.8 "Pound" shall mean such premises, facilities or organization designated by Council for
the confinement of animals.
2.9 "Running at Large" shall mean when and animal is beyond the boundaries of the land
occupied by an owner or keeper, or beyond the boundaries of any land where an animal
my be, with permission and is not controlled or restrained in one or more of the
following ways:
2.9.1 The animal is in direct and continuous charge or a person competent to
control the animal;
2.9.2 The animal is securely confined within an enclosure or fence; and
2.9.3 The animal is securely restrained so the animal cannot roam at free will.
2.10 "Spay" to render a female animal sterile.
2.11 "Town" shall mean the Town of Churchbridge.
3) LICENCES AND LICENSE FEES
3.1 Every person within the Town who owns or keeps a dog shall obtain an animal license
from Administration of the Town.
3.2 Every person within the Town who owns or keeps a cat shall obtain an animal license
From Administration of the Town.
3.3 The license fees are set out in Schedule "A" as attached;
The license fee is an amount payable to the Town of Churchbridge by January 31 st or
within ten (10) days of taking possession of the cat or dog. The License expires
December 31 of the year it was purchased.
3.4 The license is not transferable.
3.5 When applying for a license, the applicant shall provide the Town a description of the
cat or dog, the name and address of the owner or keeper and a certificate of rabies
vaccination from a veterinarian. If it is inadvisable for the cat or dog to get a rabies
vaccination, a letter from a veterinarian is required.
3.6 Every applicant for a spayed or neutered cat or dog must provide to the Town a
certificate from a veterinarian that such animal has been spayed and neutered to
receive the spayed/neutered rate as per Schedule "A".
3.7 When issuing a license, the Town shall supply the applicant with a tag and receipt for
the License and the said tag shall be attached to the collar to be worn around the neck
of the cat or dog. It shall be the responsibility of the Owner or Keeper to see that the
tag is affixed to the collar of the cat or dog. An animal not displaying the tag shall be
considered an unlicensed animal and guilty of an infraction of this BYLAW, as listed in
Schedule "B".
3.8 Every Owner or Keeper shall on demand of the designated officer produce for
inspection a license receipt or other evidence proving such Owner or Keeper holds a
valid license.
3.9 A person residing in the Town, who owns, possesses or harbours a cat or dog and
neglects or refuses to obtain a license shall be deemed guilty of an infraction of this
BYLAW, as listed in Schedule "B".
4) DOGS BARKING OR HOWLING
4.1 Every owner or keeper of a dog shall not allow such dog to bark or howl excessively.
4.2 Any person who allows a dog to bark or howl excessively shall be deemed guilty of an
infraction of this BYLAW, as listed in Schedule "B"
4.3 Any person that can positively identify a dog that excessively barks or howls, can file a
written complaint at the Town Office. All written complaints must use the complaint form
included in Policy #2025-001: Bylaw Enforcement Procedures Policy.
5) RUNNING AT LARGE
5.1 Every owner or keeper shall ensure any dog or cat or animal permitted in the Town of
Churchbridge is not running at large in The Town of Churchbridge. Failure to do so, is an
infraction of this BYLAW.
5.2 If a dog or cat or any animal permitted in the Town of Churchbridge defecates on any
public or private property, the owner of the dog or cat shall cause such defecation to be
removed and disposed of immediately. Any person who does not remove and dispose of
such defecation shall be deemed guilty of an infraction of this BYLAW, as listed in
Schedule "B".
5.3 The Town of Churchbridge shall be authorized to take any cat or dog found running at
large to the designated Municipal Pound.
5.4 All cats and dogs shall be kept for seventy-two (72) hours, excluding weekends and
statutory holidays unless the owner or keeper redeems the animal by paying to the
Town;
5.4.1 the applicable pound fees as listed in Schedule "B",
5.4.2 all related fines assessed against the cat or dog, as listed in Schedule "B"; and
5.4.3 a license fee if one has not yet been purchased, as listed in Schedule "A".
5.5 A cat or dog impounded and not claimed within seventy-two (72) hours, excluding
weekends and statutory holidays, shall be released to an available animal rescue
organization.
5.6 The Declaration of Dangerous Dogs will follow The Municipalities Act Section 375-379.

5.7 A person who has been bothered by a cat being at large may apply to the Town of
Churchbridge to receive a cat trap as listed in Schedule "D".
5.8 Where a cat trap is issued, the permittee shall:
5.8.1 place the cat trap only on the permittee's property;
5.8.2 personally check the trap at least once every three (3) hours;
5.8.3 when the cat is trapped, contact the Town Office;
5.8.4 not use the trap below 0° C or above 28° C;
5.8.5 return the trap to the Town of Churchbridge within seventy-two (72) hours of
the trap being issued.
5.8.6 pay for the cost of repair or replacement of the cat trap, if the issued trap is
damaged lost or stolen.
5.9 When a cat has been trapped, the permittee shall for as long as and until the Town of
Churchbridge can collect the cat:
5.9.1 hold the cat for no longer than 24 hours;
5.9.2 treat the cat humanely;
5.9.3 provide shelter for the cat in a warm, dry and secure area; and
5.9.4 provide food and water for the cat.
5.10 If a permittee cannot comply with the in subsection 5.9, the permittee must release
the trapped cat unharmed.
6) LIMITS
6.1 No person shall keep more than three (3) dogs and shall upon the request of
the Designated Officer, disclose the number dogs being kept.
6.2 No person shall keep more than three (3) cats and shall upon the request of the
Designated Officer, disclose the number of cats being kept.
6.3 The provisions shall not apply to dogs and cats kept in ordinary course of
business by the proprietors of following premises:
6.3.1 a veterinary hospital, clinic, boarding kennel or grooming parlour;
6.3.2 a public pound;
6.3.3 a shop whose business includes the sale of pets and is licensed as
such; and
6.3.4 a shelter operated by an association or society incorporated for the
purpose of the protection and humane treatment of animals.
6.4 Council may grant permission to keep more than the maximum number of cats
or dogs. An application can be submitted to the Administration of the Town of
Churchbridge and is attached as Schedule "E".
6.5 No person shall own or keep any animal, or hybrid of any animal of the kind
listed in Schedule "C".
6.6 Livestock up to fifteen (15) units, may be permitted as a discretionary use on
the Urban Reserve Districts of the Town of Churchbridge per Bylaw #2023-013: The
2017-011 Zoning Bylaw Amendment.
6.6 An application to keep any livestock as discretionary use in the Urban Reserve
District must be submitted to Administration of the Town of Churchbridge and is
attached as Schedule "E"
6.7 Up to six (6) chickens may be permitted in the Urban Reserve and Residential
Districts upon permission from Council.
6.8 An application to keep chickens in the Urban Reserve and Residential Districts
must be submitted to Administration of the Town of Churchbridge and is attached
as Schedule "E"
6.9 No person shall keep more than one rabbit and such rabbit shall be confined to
the limits of the owner or keepers' property.
7) PENALTIES
7.1 Any person who contravenes any provisions of this Bylaw or fails to comply
with any notice or order given thereunder, shall be guilty of an offense and shall be
liable for a penalty as listed in Schedule "B"
8) ORDER TO REMEDY CONTRAVENTIONS & NOTICE OF VIOLATION
8.1 The Town of Churchbridge shall have the authority to appoint a person to carry
out the provision of this Bylaw
8.2 It shall be an offence for any person to harass, interfere, threaten and use any
profanity or disobey a Designated Officer.
8.3 If a Designated Officer finds that a person is contravening this Bylaw, the
Designated Officer may serve an Order to Remedy or a Notice of Violation.
8.4 Orders and notices given under this Bylaw shall comply with Section 364 of The
Municipalities Act.
8.5 Orders and Notices given under this Bylaw shall be served in accordance with
Section 390(1)(a), (b) or (c) of The Municipalities Act.
8.6 Every person who contravenes any provision of the Bylaw is guilty of an offence
and liable on summery conviction to the penalties imposed in Bylaw # 2-88: General
Penalties Bylaw.
8.7 Any person, upon being served with a Notice of Violation, may voluntarily pay
the penalty at the Town of Churchbridge Municipal Office.
8.8 If the Town of Churchbridge receives voluntary payment within ten (10) from
when the Notice of Violation was issued, the person shall not be liable for
prosecution in respect of which the Notice of Violation was given.
9) COMING INTO FORCE
9.1 Bylaw #'s: 2015-005, 2015-012 & 6-98 are hereby be repealed.
9.2 This Bylaw shall come into force and take effect on the approval of the third
reading.

Animals prohibited from being kept within the Town of Churchbridge
The following is a list of animals the keeping of which is prohibited within the Town of Churchbridge:

all Arachnids dangerous to humans (such as scorpions and tarantulas, except tarantulas of the
genera Aphonopelma, Avicularia and Grammostola);
-
all Artiodactylus Ungulates (such as goats*, sheep*, cattle*, pigs* and llamas*);
-
all Bats;
-
all Bees;
-
all Canids, except the domestic dog;
-
all Crocodilians (such as alligators, crocodiles and caimans);
-
all Edentates (such as anteaters, sloths and armadillos);
-
all Elephants;
-
all Felids, except the domestic cat;
-
all Hyenas;
-
all insects being raised for the purpose of profit or gain;
-
all Marsupials (such as kangaroos and opossums);
-
all Mustelids (such as skunks, weasels, otters and badgers) except the domestic ferret;
-
all non-human Primates (such as gorillas and monkeys);
-
all Perissodactylus Ungulates (such as horses*, donkeys*, mules* and assess*);
-
all Pigeons;
-
all Pinnipeds (such as seals, fur seals and walruses);
-
all Procyonids (such as raccoons, coatis and cacomistles);
-
all Raptors, diurnal and nocturnal (such as eagles, hawks and owls);
-
all Ratite Birds (such as ostriches, rheas, and cassowaries);
-
all Galliformes (such as chickens*, turkeys, grouse, quails and pheasants);
-
all Anseriformes (such as ducks and geese);
-
all snakes of the families Pythonidae and Boidae;
-
all Ursids (bears);
-
all venomous Reptiles and Amphibians;
-
all Viverrids (such as mongooses, civets and genets)
Examples of animals of a particular prohibited group are given in parentheses. They are examples only
and shall not be construed as limiting the generality of the group.
Any animal examples marked with a * require Council Permission and are subject to the limitations
listed in Section 6 of this Bylaw.

I, the undersigned, agree to the following terms and conditions:
I.
The cat trap will be placed only on my property within the Town of Churchbridge.
II. I will personally check the cat trap at least once every hour while the trap is set.
III. When a cat is trapped, I will contact the Town office immediately if it is during regular office hours.
IV. When a cat is trapped, I will treat it humanely; I will also provide shelter, food and water for
the trapped cat. I will leave the cat in the trap and I will place the trap in a warm, dry and
secure area (such as a shed, garage or basement) with a blanket placed over the trap to pacify
the cat. If I cannot comply with these conditions, I will free the trapped animal unharmed.
V. I will not allow harm to come to any trapped cat while in my possession including exposure to
inclement weather.
VI. I will not use the cat trap when the temperature falls below 0°C or rises above 28°C.
VII. I give my permission to the Town of Churchbridge to enter onto my property to ensure the cat
trap is being used properly.
VIII. I will advise the Town of Churchbridge of the name and address of the owner of the trapped cat, if
known.
IX. I will pay the cost to repair or replace the cat trap if it is damaged, lost or stolen while in my
possession.
X. I will not set the trap on statutory holidays or days when the Town office is closed.
XI. I will return the cat trap to the Town of Churchbridge within three days after the cat trap was issued.
It is a serious offence to harm any domestic animal.
I understand and accept all liability that may arise in connection with the use of this cat trap while
it is in my possession and will save and indemnify the Town of Churchbridge for all such liability.
