2024-001 TOWN OF CHURCHBRIDGE Water & Sewer Rate Bylaw A BYLAW OF THE TOWN OF CHURCHBRIDGE TO FIX THE RATES TO BE CHARGED FOR THE USE AND CONSUMPTION OF WATER; AND FIX THE RATES TO BE CHARGED BY WAY OF RENT OR SERVICE CHARGE FOR THE USE OF WATER AND SEWER; AND FIX RATE FOR UTLITY INFRASTRUCTURE MAINTENANCE FEE. ______________________________________________________________________________ The COUNCIL of the Town of Churchbridge, in the Province of Saskatchewan enacts as follows: 1. All Property owners desiring to be supplied with water from the Municipality's water supply system and sewer system shall make application to the officials of the Municipality. 2. Tenants will be responsible to the landlord for all charges. 3. The charges to be paid by the water consumer whose water service has been turned on shall be those set out in Schedule "A" attached; provided, however, that the minimum shall be payable in every case whether or not any water is consumed. 4. Persons who own premises drained or that are by bylaw required to be drained into the sewer shall pay for such services a rental rate or service charge in accordance with schedule "B" attached. 5. All Property owners receiving water and sewer service shall pay an infrastructure maintenance fee in accordance with schedule "C" attached. 6. The following rate be charged to persons obtaining water from the coin operated meter located at the Town Shop: $.02 per gallon or $1.00/50 gallons 7. Water meters shall be read quarterly by Town Staff, where meters or external sensors are accessible. If a meter or external sensor is not accessible, Town Staff will leave a card at the residence/business requesting a meter reading be taken by the property owner or tenant, and that the reading be submitted to the Town Office within five business days. 8. All property owners who remove snow on their front lawns (i.e. by snow blowing in the winter), the Town shall not be responsible for frozen piping or infrastructure relating to providing the water and/or sewer service; 9. That private trailer courts within Town limits have a water meter installed on the Town side to capture water and sewer consumption information; 10. Accounts for water/sewer service shall cover a period of three successive months, with bills rendered on the first day of the first month of the next billing period. Accounts shall be paid within a period of 90 days of the billing date. If an account is not paid within the 90-day period, a penalty of 10% will be applied to accounts with a balance owing of more than $25.00. If an account is not paid for three consecutive billing cycles (270 days) from the first billing cycle, the Administrator shall begin proceedings under Section 369 of The Municipalities Act. When the water service is cut off, it shall not be turned on until all arrears have been paid, together with a fee of $25.00 to cover the expense of turning off the water and turning it on again; if it is required to turn on the water service outside the employees' regular working hours, the fee shall be $50.00. 11. Property owners requesting long-term water service disconnection from the Town of more than 10 consecutive days shall be charged a $200.00 reconnection fee at the time that water is turned back on at the curbstop. The request for disconnection can only occur once for a particular household in a thirty-day period. No extension or addition in days shall be granted for the initial disconnection request. 12. Bylaw 2022-005 is repealed. 13.
