Utility Rates Bylaw VILLAGE OF CRAVEN BYLAW NO. 08-2025 A BYLAW TO FIX THE RATES TO BE CHARGED FOR THE USE AND CONSUMPTION OF WATER AND TO FIX THE RATES TO BE CHARGED BY WAY OF RENT OR SERVICE CHARGE FOR THE USE OF SEWER FOR THE VILLAGE OF CRAVEN The Council for the Village of Craven, in the Province of Saskatchewan, enacts as follows: 1. Water meters shall be read quarterly. 2. The charges to be paid by the water consumer whose water service has been turned on shall be those set out in Schedule "A" attached; provided however, that where applicable the minimum shall be payable in every case whether or not any water is consumed. 3. Where a water meter is installed and unable to be accessed, an assumed water consumption shall be applied in accordance with Schedule B. 4. Persons who own or occupy premises drained or that are required by bylaw to be drained into the sewer shall pay for such services a rental rate or service charge in accordance with Schedule "A" attached. 5. Accounts for water service and/or sewer charge shall cover a period of three (3) successive months, and shall be rendered on or before the fifteenth day of the month next following such period. Accounts shall be paid within a period of thirty days from the date on which such accounts are mailed. If an account is not paid within the period of thirty days, the water service may be cut off. When the water service is cut off, it shall not be turned on until all arrears have been paid, together with the disconnection and reconnection fees set out in Schedule "B" attached to cover the expenses of turning the water off and on again. 6. If water supply is shut off from the premises of a user for infringement of the provisions of this bylaw, same shall not be turned on until all penalties, fees, rates, charges and arrears, if any, have been paid in full. 7. Consumers may be permitted to pay for water service and/or sewer charge in advance of billings or the date that such billings are due, however, that consumer shall not receive any discount off the base rate or total billing. 8. The charges to be paid by the water consumer whose water service has been turned on shall be those set out in Schedule "A" attached. The minimum shall include the infrastructure fee, water base rate and sewer base rate. 9. Where water is supplied by the Village, the registered owner is liable for all water and sewer charges. 10. A penalty of 2.0% interest per month will be added to all water and sewer accounts outstanding. 11. Where a water meter is: a. Removed from any premises without the permission of the Village; b. Damaged or destroyed while on the premises of the consumer; or c. Damaged by frost; the consumer shall be liable to the Village for the full cost of repair or replacement of the water meter. The Village may add the cost of such repair or replacement to the water billing for the premises. The fee chargeable for the repair or replacement of a damaged water meter shall be in the amount prescribed in Schedule "B". d. Where a consumer refuses or otherwise does not permit the installation of a water meter, water billing shall be applied in accordance with Schedule "B". 12. Discontinuance of services: a. Where a consumer requests the discontinuance of water service and the installation of a curb stop is required; the Village shall be responsible for all costs associated with the installation. b. Where the Village discontinues water service due to an overdue account and the installation of a curb stop is required; the consumer shall be responsible for all costs associated with the installation. 13. Where a curb stop is: a. Requested to be turned off, a reconnection fee shall apply before water service is restored. The reconnection fee shall be in the amount prescribed in Schedule "B". b. Damaged or destroyed as a result of being turned on or off at the request of a consumer, the full cost of repair or replacement shall be borne by the consumer. c. Damaged or destroyed while located on the consumer's premises, the fee chargeable for repair or replacement of the curb stop shall be in the amount prescribed in Schedule "B". d. As per the Utility Management Bylaw, no person shall shut off or turn on a curb stop for any premises except the Administrator, the Public Works Foreman, or a person expressly authorized by either of them. 14. Bylaw No. 15-2024 is repealed. Festival Water Rates (per agreement) $44.00 / 1000 gallons 3. Assumed Water Consumption - 30,000 Gallons $270.00 (water meter installed and unable to be accessed) 5. No water meter installed - 40,000 Gallons $380.00 6. Water & Sewer Service a. Curbstop Installation (Base Rate) $5,000.00 i. In cases where installations are located more than 30 feet from the property line, charges will be based on actual invoices received, with a minimum fee of $5,000.00.
