BYLAW NO. 828
A BYLAW OF THE TOWN OF DAVIDSON TO ESTABLISH
WATER AND SEWER UTILITY RATES
COUNCIL of the Town of Davidson, in the Province of Saskatchewan, enacts as
follows:
Part I - Short Title:
1.
This bylaw shall be cited as "The Water-Sewer Rates Bylaw".
Part II - Definitions:

In this Bylaw:
a. Council shall refer to the Council of the Town of Davidson
b. Municipality shall refer to the Town of Davidson
c. Municipal Boundary shall refer to any property located within
the Tonw of Davidson
d. Utility Connection shall refer to any residential, commercial,
industrial, or not otherwise specified property where water and/or
sewer services are supplied.
Part III - Purpose:

The purpose of the Bylaw is to establish utility rates for the supply of water
and the collection of wastewater, as well as the provision of water and
wastewater infrastructure. Infrastructure fees, water and sewer rates and
surcharges shall be regularly reviewed by Council as required to ensure that
water and wastewater utilities are self-sustained at least once per Council
term.
Part IV - Water Consumption and Rates

The charges to be paid by the water consumer whose water service has
been turned on shall be those set out in Schedule "A" attached hereto;
provided, however, that the minimum shall be payable in every case
whether or not any water is consumed.
Part V - Sewer Use and Rates

Persons who own or occupy premises drained or that are by bylaw required
to be drained into the sewer shall pay for such services a rental rate or
service charge in accordance with Schedule "B" attached hereto. The
minimum amount is payable for every sewer connection, whether or not
any water is consumed.
Part VI - Infrastructure Fees

Persons who own or occupy premises with a water and/or sewer service
connected and on at the curb stop shall be those set out in Schedule "C"
attached hereto.
Part VII - Quarterly Billing

Accounts for water service, sewer service and/or infrastructure fees shall
cover a period of three months and shall be rendered on or about the 1st
day of the month next following such period. Accounts shall be paid within
a period of thirty (30) days from the date on which such accounts are
rendered. If an account is not paid within the period of thirty (30) days, the
water and sewer service may be cut off according to the Water and Sewer
Administration Bylaw or Policy or Procedures of Council.

A penalty of 2% per month will be added to all water and sewer accounts
outstanding.

If an account is not paid within the period of thirty (30) days, the water
service may be cut off. When the water service is cut off, it shall not be
turned on until all arrears have been paid, together with a fee of $200 to
cover the expenses of turning off the water and turning it on again. No
disconnections or reconnections will be done after 4 p.m. on Monday to
Friday, or on weekends or holidays.
Part VIII - Repeal Previous Bylaws
10. Bylaws No. 705, 739, 740, 752, 763, 769, and 772 are hereby repealed.
Part IX - Coming into Force
11. The rates, charges, tolls or rents contained in this bylaw shall come into
force and take effect on the day of approval being issued by the
Saskatchewan Municipal Board or April 1, 2026, whichever is the later.
