Administrator (SEAL) BYLAW 10/2017 A BYLAW OF THE VILLAGE OF DEBDEN TO FIX THE RATES TO BE CHARGED FOR THE USE AND CONSUMPTION OF WATER AND TO FIX THE RATES TO BE CHARGED BY WAY OF SERVICE CHARGE FOR THE USE OF SEWER KNOWN AS THE WATER & SEWER RATE BYLAW The Council of the Village of Debden in the Province of Saskatchewan enacts as follows: 1. The charges to be paid by the water consumer whose water service has been turned on shall be those set out in Schedule "A" as attached; provided, however, that the minimum shall be payable in every case whether or not any water is consumed. 2. Persons who own or occupy premises drained or that are by bylaw required to be drained into the sewer shall pay for such services a service charge in accordance with Schedule "B" attached. 3. Accounts for water service and/or sewer service shall cover a period of two successive months, unless otherwise specified on Schedule "A" and Schedule "B", and shall be rendered on the first day of the month next following such period. Accounts shall be paid within a period of thirty days from the date on which such accounts are rendered. If an account is not paid within the period of thirty days, the water service may be cut off. When the water service is cut off, it shall not be turned on until all arrears have been paid, together with a fee set out in Schedule "C" to cover the expenses of turning off the water and turning it on again. 4. In conjunction with the above utility charges, the Village shall also impose an "Infrastructure Fee" to be levied on all properties within the Village that are served with either municipal water and/or sewer services in accordance with Schedule "D" hereto attached or as amended from time to time 5. The Village may ration or limit the amount furnished to any and/or all consumers should circumstances deem to warrant such an action. 6. All rates, costs or charges imposed by this bylaw remaining unpaid on December 31, may be transferred to the tax roll of the Village and may be levied and collected in like manner as municipal rates and taxes are by law recoverable. 7. Bylaw NO 6/2017 is hereby repealed. THE rates and charges contained in this bylaw shall come into force and take effect on the day of approval being issued by the Local Government Committee. If a water connection is turned off by the Village at the request of the owner, during regular business operating hours, the following charges will apply: June 1st to October 31st $ 40.00 November 1st to May 31st $ 100.00 2. If a water connection is turned off by the Village at the request of the owner, after regular business operating hours, the following charges will apply: June 1st to October 31st $ 90.00 November 1st to May 31st $ 150.00 3. In the case of a seasonal disconnect, the following charges will apply to turn service off and will also be applied to reconnect the service: June 1st to October 31st $ 40.00 November 1st to May 31st $ 100.00 4. If an account is in arrears and the Village of Debden disconnects the service, prior to reconnecting, all arrears must be paid, along with the following reconnect fees: During business hours: June 1st to October 31st $ 40.00 November 1st to May 31st $ 100.00 Outside regular business hours: June 1st to October 31st $ 90.00 November 1st to May 31st $ 150.00 Schedule "D" TO BYLAW 10/2017 MONTHLY INFRASTRUCTURE SERVICE CHARGES: 2017 A flat rate of $10.00 per month on each property. 2018 A flat rate of $10.00 per month on each property. 2019 A flat rate of $12.50 per month on each property. 2020 A flat rate of $12.50 per month on each property.
