## TOWN OF DELISLE ## BYLAW NO. 9-2025 A BYLAW TO FIX THE RATES FOR THE CONSUMPTION OF WATER AND CONTROL THE USE AND CONSUMPTION OF WATER FROM THE MUNICIPALITY'S WATERWORKS SYSTEM AND TO FIX THE RATES FOR THE USE OF THE SEWER AND CONTROL AND REGULATE THE DISCHARGE OF SEWAGE INTO THE MUNICIPALITY'S SEWAGE SYSTEM. The Council of the Town of Delisle in the Province of Saskatchewan enacts as follows: 1. This Bylaw shall be cited as "The Water and Sewer Management Bylaw". 2. In this bylaw, including this section; 3. (a) "Municipality" means the Town of Delisle; 4. (b) "Clerk" means the Clerk/Chief Administrative Officer (CAO) of the municipality; 5. (c) "Council" means the Council of the Town of Delisle; 3. Persons who want to be supplied with water from the municipal system must make application to the CAO of the municipality. 4. The municipality shall have the right to limit the amount of water furnished to any customer should circumstances seem to warrant such action. 5. All water meters are the property of the Town and shall be supplied and maintained by the Town unless alternate arrangements are made in writing. Damage as a result of neglect or carelessness will be the responsibility of the property owner. 6. The Town Foreman and/or a municipality-appointed representative shall have the authority to inspect from time to time all meter installations. 7. No persons shall convey, sell, dispose of or give away or permit water to be carried or taken away or use it or supply it for the use or benefit of others. 8. No person shall discharge into any drain, sewer, or sewerage system operated by the municipality of a harmful matter, substance or thing, whether liquid or solid, that would be injurious to health, life or property or that would injure, pollute or damage any stream, watercourse, drain, sewer, sewerage system or sewage treatment plant. 9. The service of any person who contravenes Sections 7 or 8 of this bylaw shall be discontinued and a fine of $500.00 will be imposed for breach of this bylaw. 11. (a) Accounts for water service and/or sewer service shall be rendered on or before the last day of the month of reading and shall be paid on or before the last day of the following month. 10. Water meters shall be read as close to the Fifteenth (15"h) of the month as possible, in the months of February, May, August and November. 15. (b) If an account is not paid within the said period of one month defined as no more than Thirty-One (31) days, the water service may be cut off. When the water service is so cut off, it shall not be resumed until all arrears have been paid together with the applicable reconnection fees as set out in the Schedule "C". 16. (c) When a new charge for water and/or sewer services remains unpaid for a period of sixty (60) days or longer from its original billing date, the unpaid balance on the account shall be subject to a compounding penalty of 2% per month. 12. Quarterly invoices will be sent by way of email through e-billing or by letter mail. 18. (a) All new accounts are required to provide a valid email and register for e-billing. 19. (b) All past or current accounts which do not register for e-billing and prefer to receive letter mail invoices will be subject to a fee as indicated under Schedule "C" 20. (c) The Chief Administrative Officer may review requests for exemptions from e-billing due to a disability or other impairement on a case-by-case basis. In instances where an exemption is granted that account will receive letter mail invoices with no penalty assigned. 13. If any rates, charges or rent owed by an owner or renter of land or a building is in arrears, that amount shall, at the discretion of Council, be added to and thereby form part of the taxes on the land or buildings with respect to which the service was provided. 14. The charges to be paid by the water consumer whose water service has been turned on shall be those set forth in Schedule "A" hereto attached and forming part of this bylaw; provided however that the minumum shall be payable in every case whether or not any water is consumed. 15. Persons who own or occupy permises drained or that are by bylaw required to be drained into the sewer shall pay for such services a rental rate or service charge in accordance with Schedule "B" hereto attached and forming part of this bylaw. 16. Deposits, service charges, and miscalleneous fees are recorded in Schedule "C" hereto attached and forming part of this bylaw. 17. Bylaw No. 4-2023 and all amendments to it are hereby repealed as of February 16th, 2026. 19. The rates, charges, tolls or rents contained in this bylaw shall come into force and take effect on February 16th 1, 2026 after approval is issued by the Local Government Committee. 18. (a) QUARTERLY WATER RATES: - -Ten Dollars ($10.00) monthly infrastructure fee - -Eighty Dollars ($80.00) for the first six thousand (6,000) gallons. - *Minimum billing One Hundred Ten Dollars ($110.00)* - -Fifteen Dollars ($15.00) for each additional one thousand (1,000) gallons over minimum. ## (b) BULK WATER RATES - -One Dollar ($1.00) per 100 gallons of untreated water - -Two Dollars ($2.00) per 100 gallons of treated water (Effective August 16t, 2026) ## 2. (a) QUARTERLY WATER RATES: - -Twenty Dollars ($20.00) monthly infrastructure fee - -Eighty Dollars ($80.00) for the first six thousand (6,000) gallons. - *Minimum billing One Hundred Forty Dollars ($140.00)* - -Fifteen Dollars ($15.00) for each additional one thousand (1,000) gallons over minimum. ## (b) BULK WATER RATES - -Two Dollars ($2.00) per 100 gallons of treated water - -One Dollar ($1.00) per 100 gallons of untreated water (Effective February 16", 2027) ## 3. (a) QUARTERLY WATER RATES: - -Twenty Dollars ($25.00) monthly infrastructure fee - -Eighty Five Dollars ($85.00) for the first six thousand (6,000) gallons. - *Minimum billing One Hundred Sixty Dollars ($160.00)* - -Fifteen Dollars ($15.00) for each additional one thousand (1,000) gallons over minimum. ## (b) BULK WATER RATES - -Three Dollars ($3.00) per 100 gallons of treated water - -Two Dollars ($2.00) per 100 gallons of untreated water <!-- image --> ## TOWN OF DELISLE ## SCHEDULE "B" TO BYLAW NO. 9-2025 ## 1. DEFINITIONS - a. "Residence" refers to any property within the jurisdictional boundaries of Delisle that is used or intended to be used as a single residence - ii. Multi-unit residences are included under the "Residence" rate - i. Churches will be included under the residential rate - b. "Commercial" refers to any property within the jurisdictional boundaries of Delisle that is used in the sale of goods or services. Examples include restaurants, service stations, shops, cafes, bakeries, etc. - c. "Industrial" refers to any property within the jurisdictional boundaries of Delisle that is used in the production of goods. Examples include seed processing plants, consumer food production, etc. - i. Commercial shall also refer to government service buildings such as the Health Center, Post Office, SGI, etc. - d. "Schools" refers to all schools, day cares, learning centers, etc ## 2. · GENERAL - b... Properties on which there are both a residence and a commercial enterprise will utilize the commercial sewer rate. - a. All users must fall under one of the below noted sewer rates unless otherwise noted in this bylaw. ## 3. MONTHLY SEWER RATES: Residence.. Commercial Industrial Schools. 50% of water bill .75% of water bill .95% of water bill .95% of water bill ## (Effective February 16'h, 2026) ## MONTHLY SEWER SURCHARGE - (a) This section applies to Commercial Manufacturing/Processing industries for which their monthly water consumption exceeds 15,000 gallons. - (b) Effluent sampling by the municipality to determine the Biochemical Oxygen Demand (BOD) for that customer will be done once each year. A representative sample shall be collected by obtaining effluent continuously over a minimum of six hours. Samples taken shall be mixed together and a final sample will be taken from - (c) The Final BOD will be determined by taking the average of all BOD results from all samples tested for that particular month. - (d) The Sewer Surcharge will be calculated and billed monthly based on the following formula: - (d) Alternatively, the Town may enter into a written agreement with Commercial Manufacturing/Processing industries to provide a flat monthly surcharge which is agreed upon by both parties.
