BYLAW NO. 4-2026
A BYLAW TO REGULATE THE DISCHARGE OF FIREWORKS
The Council of the District of Lakeland No. 521, in the Province of Saskatchewan enacts as
follows:
SHORT TITLE
This Bylaw shall be referred to as "THE FIREWORKS BYLAW"
PURPOSE AND DEFINITION
PURPOSE
1. The purpose of this Bylaw is to provide for the safe, responsible, and regulated use of
fireworks within the District of Lakeland No. 521 by:
a) regulating fireworks use through designated holiday periods.
b) establishing a permit system focused on education and accountability, reducing
wildfire risk and nuisance impacts.
c) distinguishing between private and commercial fireworks displays; and applying
enhanced requirements only where commercial activity occurs.
DEFINITIONS
2. For this Bylaw, the following terms shall have the meanings set out below:
a) "administrator"- shall mean the Administrator of the District of Lakeland No. 521.
b) "act" - Shall mean The Municipalities Act.
c) "commercial or professional fireworks display" means fireworks discharged for
compensation, promotion, or as part of an organized or paid event.
d) "designated officer" shall mean a person who has been assigned duties to administer
and or enforce all or part of this bylaw.
e) "fire ban" means any municipal or provincial restriction prohibiting open flame or
fire-related activities.

f) "fireworks" means consumer or display fireworks regulated under federal or
provincial legislation.
g) "fireworks permit" means a permit issued by the District authorizing the discharge
of fireworks under this Bylaw.
h) "private fireworks display" means fireworks discharged for personal, family, or
non-commercial purposes.
i) "temporary business licence" means a short-term business licence issued by the
District for a commercial fireworks display.
GENERAL PROHIBITIONS
3. No person shall discharge fireworks within the municipality unless:
i.
the fireworks are discharged on a permitted date; and
ii.
valid Fireworks Permit has been issued.
4. No person shall discharge fireworks during a Fire Ban.
PERMITTED DATES
5. Fireworks may only be discharged on the following dates:
a) Family Day (Friday to Monday)
b) Victoria Day "May long weekend" (Friday to Monday)
c) Canada Day (June 30 to July 2)
d) Saskatchewan Day "August Long Weekend" (Friday to Monday)
e) Labour Day "September Long Weekend" (Friday to Monday)
f) New Years (December 31)
6. No fireworks shall be discharged on any other date unless authorized in writing by the
Administrator or designate.
FIREWORKS PERMITS
7. A Fireworks Permit is required for all fireworks displays.

8. An application for a Fireworks Permit shall include:
a) the name and contact information of the applicant;
b) the civic address or legal land location where fireworks will be discharged;
c) the date and approximate time of the display; and
d) whether the display is private or commercial.

9. The permit system is established to identify who is discharging fireworks and where
fireworks are being discharged for the purposes of education, enforcement, and complaint
response.
PERMIT FEES
10. Commercial or Professional Fireworks Displays: $100.00 per permit.
11. Private Fireworks Displays: No fee shall be charged for private fireworks permits, which
are issued for registration and education purposes only.
EDUCATION AND SAFETY REQUIREMENTS
12. Every permit holder shall acknowledge and comply with the following:
a) fireworks shall only be discharged on permitted dates;
b) fireworks shall not be discharged during a Fire Ban;
c) fireworks shall not be aimed at buildings, people, animals, or vehicles;
d) safe distances from combustible materials shall be maintained; and
e) all fireworks debris shall be fully cleaned up following the display.
COMMERCIAL FIREWORKS DISPLAYS
13. No person shall conduct a commercial or professional fireworks display unless they:
a) hold a valid Fireworks Permit;
b) have obtained a Temporary Business Licence issued by the District; and
c) provide proof of a minimum of $2,000,000 third-party liability insurance.

ADMINISTRATION AND ENFORCEMENT
14. The Administrator or designate may approve, deny, impose conditions on, or revoke a
Fireworks Permit.
15. This Bylaw may be enforced by a Designated Officer.
OFFENCES AND PENALTIES
16. Every person who contravenes any provisions of this Bylaw is guilty of an offence and liable
on Summary Conviction:
Fireworks during a Fire Ban - $1,000
Fireworks without a permit - $750
Unsafe or non-compliant fireworks discharge - $500
Failure to clean up fireworks debris - $250
SEVERABILITY
17.
If any section, subsection, sentence, clause, phrase or other portion of this Bylaw is for
any reason held invalid or unconstitutional by a Court of competent jurisdiction, that
portion shall be deemed a separate, distinct and independent provision and the holding of
the Court shall not affect the validity of the remaining portions of the Bylaw.
COMING INTO FORCE
18.
This Bylaw shall come into force and take effect on the day of final passing.
