Village of Englefeld
BYLAW NO. 2016-01
A BYLAW TO FIX THE RATES TO BE CHARGED FOR THE USE AND
CONSUMPTION OF WATER AND TO FIX THE RATES TO BE CHARGED BY
WAY OF RENT OR SERVICE CHARGE FOR THE USE OF THE SEWER.
The Council of the Village of Englefeld in the Province of Saskatchewan, enacts as
follows:
1. This bylaw shall be known as the water and sewer rate bylaw.
2. All persons desiring to receive water and sewer shall apply in form as per
Schedule "A" attached hereto and forming part of this bylaw. This application
shall be accompanied by a deposit in the amount of $125.00.
3. The Village of Englefeld may, by bylaw, ration or limit the amount of water
furnished to any and/or all consumers should circumstances deem to warrant such
action.
4. If the water supply is shut off from the premises of a user for infringement of the
provisions of this bylaw, same shall not be turned on until all penalties, fees, rates,
charges, custom labor, and arrears, if any, have been paid.
5. The charges to be paid by the water consumer whose water service has been
turned on and for persons who own or occupy premises drained or that are by
bylaw to be drained into the sewer shall be those set out in Schedule "B" attached,
or as amended from time to time.
6. Persons who own or occupy premises drained or that are by bylaw required to be
drained into the sewer shall pay for such service a rental rate or service charge in
accordance with Schedule "C" attached, or as amended from time to time.
7. Persons who own or occupy premises that require water and sewer services to the
premises shall pay an infrastructure fee in accordance with schedule "D" attached,
or as amended from time to time.
8. Accounts for water service and/or sewer service shall cover a period of two
successive months, and shall be rendered on or before the first day of the month
next following such period. Accounts shall be paid within a period of thirty days
from the date on which such accounts are rendered. If an account is not paid
within the said period of thirty days, the water service may be cut off. When the
water service is so cut off, it shall not be resumed until all arrears have been paid,
together with a fee of $300.00 to cover the expenses of turning off the water and
turning it on again; provided that if the Village is required to turn on the said
water service outside the Village employee's regular working hours, the fee shall
be $325.00.
9. Water and sewer services can be discontinued at any time at the discretion of the
Village of Englefeld.
10. The owner(s) of revenue rental properties will be held responsible for water and
sewer arrears on their properties left by previous tenants.
11. The sewer line from a house to the main sewer line on the street is the
responsibility of the homeowner to keep clear. The Village of Englefeld is not
responsible for sewer line cleaning for residents no matter where the blockage is
thought to be.
12. All water and sewer accounts are due and payable when rendered. If the account
shows arrears of thirty days after the billing date a 2% penalty charge shall be
added to the arrears.
13. If an account shows arrears after 30 days from the billing date, the balance may be
transferred to the property tax account at any time after that.
14. This bylaw shall come into force and take effect upon approval by the
Saskatchewan Municipal Board.
15. Bylaw No. 2011-01 is hereby repealed.

The undersigned hereby submits application for the supply of water to a building situated on
the above described location, also for sewer service from such building. This application is
accompanied by a $125.00 deposit for water and sewer services.
I hereby agree to pay the monthly water and sewer charged within thirty (30) days from the
date of billing. It is understood that if I do not make payment within thirty (30) days from
the date of billing, the service will be disconnected and a charge of three hundred ($300.00)
will be charged for turning off the water and turning it on again. I further agree to pay the
Village of Englefeld the bi-monthly water and service charge effective the date listed on this
application as being required.
It is understood that I am responsible for payment for the billing until the date given on the
notice of termination of service.
The Applicant grants permission to the Village of Englefeld entry to his/her property for the
purpose of reading the water meter, disconnecting or reconnecting water services.
The Applicant grants permission to the Village of Englefeld to use this information for the
Emergency Measures Contact Information.

Monthly Water Rates - for billing periods dated March 1, 2016 and thereafter:
Base Rate
Residences - for 3000 gallons or less -- $30.00
Businesses - for 3000 gallons or less -- $30.00
Water in excess of 3000 gallons will be charged at the rate of $5.00 per 1000 gallons.
School Rate -- $60.00 per month
Rink Rate -- $30.00 per month
Bulk Water Sales at WTP - $10.00 per 1000 gallons

Monthly Sewer Service Charges
Base Rate
Residences -- $20.00 for 3000 gallons of water used
Businesses -- $20.00 for 3000 gallons of water used
When the consumer uses more than 3000 gallons of water they will be charged a sewer rate
of $2.00 per 1000 gallons used over the Base Rate of Water
School Rate -- $40.00
Rink Rate -- $15.00
