BYLAW 02-2025 Water Rates Bylaw
WHEREAS the Council of the Town of Grand Coulee has passed Bylaw No. 02-2025 on the 28 day
of January , 2025 which provides for the fixing of the rates to be charged for the use of water
and sewer in the municipality; and
NOW THEREFORE, Council of the Town of Grand Coulee, in the Province of Saskatchewan,
enacts as follows:
1. SHORT TITLE
This Bylaw may be cited as the Water and Sewer Rates Bylaw.
2. INTERPRETATION/LEGISLATION
(a) "Council" means the Council of the Town of Grand Coulee.
(b) "Municipality" means the Town of Grand Coulee.
(c) "Rural Customers" means those farms and dwellings outside of Town limits that are
connected to the Town of Grand Coulee distribution system.
(d) "Commercial Account" means any building or portion thereof, used for retail
business which is connected to the sewer and water system and provides facilities
for that business.
3. GENERAL
(a) Water meters shall be read every three months on Rural connections, owner occupied or
rented, beginning the 1st day of January each year. Readings will be estimated where
actual readings are not available.
(b) In town water meters shall be read every three months based on the rotation route
zones.
(c) The charges to be paid by the water consumer whose water service has been turned on
and for persons who own or occupy premises shall be those as set out in "Schedule A"
attached and forming part of this Bylaw.
(d) Persons who own or occupy premises drained or that are by Bylaw required to be
drained into a sewer system shall pay for such services a rental rate or service charge in
accordance with "Schedule B" attached, and forming part of this Bylaw.
(e) The charges to be paid by the rural water consumer whose water service has been
turned on are as per "Schedule C" attached and forming part of this Bylaw.
(f)
Every water customer shall, for the water services provided by the Town, pay a monthly
base charge and infrastructure fee as set out in Schedule "D" attached and forming part
of this Bylaw.
(g) The water customer whose water service has been turned on shall pay the monthly base
charge whether or not the customer actually consumed water.
(h) Accounts for Town water service and/or sewer service shall cover a period of one month,
for owner occupied or rented premises and shall be rendered within 30 days following
the billing period.
(i)
A penalty of 2% per month will be applied to all utility accounts that remain outstanding 30
days past the date of issue.
(j)
Any costs associated with notification requirements of section 369(1) of the Municipalities
Act shall be added to the Utility Roll.
(k) Commercial accounts shall be deemed to be similar to residential accounts and shall be
treated accordingly under this Bylaw.

(l)
The property owner will be responsible for any and all costs incurred by the Town to
disconnect and/or reconnect water service due to lack of payment.
Special Conditions
4. That Bylaw Numbers 09-2022 is hereby repealed.
5. The rates, charges, tolls or rents contained in this Bylaw shall come into force and take effect
on the day of approval being issued by the Local Government Committee.
