## VILLAGE OF LAIRD BYLAW NO. 2020-06 ## ANIMALS AND NOISE BYLAW ## BYLAW TO REGULATE, PROHIBIT AND CONTROL ANIMALS, EXCESSIVE NOISE AND BEING AT LARGE OF DOMESTIC ANIMALS WITHIN IN THE VILLAGE. The Council of the Village of Laird in the Province of Saskatchewan, enacts as follows: 1. Interpretation - a. "Village" means the Village of Laird. - b. "Domestic Animal" means any and all breeds of domesticated animals over the age of 6 weeks old. - C. "Excessive Noise" means any and all sources of noise from domestic animal(s) that are found to be unnecessary or unreasonable, including but not limited to continuous barking of an animal. - d. "Owner" means any person who owns, keeps, possesses, or harbors a domestic animal. 6. "Other Animals" means but not limited to: Bees, all Poultry, also intended for domestic or meat use. Cloven hoof livestock, Horses, Donkeys and Mules or hybrid of any animals. 2. No person shall allow their domestic animal to be at large within the Village without being restrained by a leash or harness. Owners should ensure that their domestic animals remains on their property by either the means of a leash, harness or adequate enclosure. 3. Any person that allows their domestic animal to defecate on property other than their own, are obligated to clean up their domestic animals. 4. No person shall allow their domestic animal to cause excessive noise within the Village. 10. 5.* Where the owner of a domestic animal(s), that has been reported to the Village of Laird, or to the Bylaw enforcement officer who is on a contract basis by the Village of Laird, as being at large and unrestrained and or defecating on property other than the owners and or causing excessive noise, has been identified, the following procedures will be followed: 6. Schedule of Offenses - Dogs &amp; Cats: - a) Dogs &amp; Cats running at large - b) Dogs &amp; Cats Causing a Nuisance - C) Failure to Remove Defecation on Private or Public Property - d) Failure to Dispose of Defecation in a Sanitary Manner - e) Other Animals - It shall be unlawful to keep live poultry, meat birds, Livestock and/or bees within the boundaries of the Village of Laird. No person shall own or harbor any animal, or hybrid of any animal, of the kind listed in "Schedule E". 17. No person, partnership or corporation, whether operated separately or in connection with another business enterprise, shall operate a pet store that buys, sells, trades, exhibits or harbors any animal or hybrid of any animal of the kind listed in "Schedule E". 7. Any person who contravenes any of the provisions of this Bylaw is guilty of an offence and is liable to a fine. 8. This Bylaw shall come into force and take effect on the day of the third reading of the adoption. 9. Bylaw No. 2020-02 is hereby repealed.
