## VILLAGE OF LAIRD BYLAW #2017-04
A Bylaw to ensure that any building having undergone a sewer backup after March 23r, 2017, install a Backflow Prevention Device.
## SHORT TITLE:
This Bylaw may be cited as the "Previous Sewer Backup(s)" for the Village of Laird.
## INTERPRETATION:
- "Backflow" means the flowing back or reversal of the normal direction of flow;
For the purposes of this bylaw the following terms and definitions shall apply:
- "Backflow Prevention Device" means an approved Canadian Standard Association (CA) device that is designed to prevent backflow;
- "Owner" means any person, partnership, association or corporation registered on the title of the property.
- "Building" means anything constructed or built in the Village of Laird;
- "Sewer backup" means the sewage from sanitary sewer lines back up into a building through drain pipes.
The Council of the Village of Laird, in the Province of Saskatchewan, enacts as follows;
- (1) As of March 23rd, 2017, any building(s) having undergone a sewer backup shall be required to install a CSA approved backflow prevention device in accordance with The National Plumbing Code of Canada, 2005, The Public Health Act of Saskatchewan and The Plumbing and Drainage Regulations.
- (2) All CSA approved backflow prevention devices shall be maintained by the owner and ensure that such device is in proper working order at all times.
- (3) No person shall remove a backflow prevention device or any part thereof after it has been installed, and no owner of a building or structure in which a CSA approved backflow prevention device is installed shall cause or permit the removal of such a device, unless such removal is:
- a. to facilitate the repair of the device, with the device replaced immediately after repair is carried out; or
- b. to replace the device with another device that meets or exceeds the provisions of this Bylaw.
- (4) If the backflow prevention device is not in accordance with this Bylaw, it shall be the responsibility of the owner to upgrade such service and backflow prevention device to comply with the current Saskatchewan Building Standards at the complete and sole cost of the owner.
- (5) The Village of Laird will not be liable for any damages which may arise as a consequence of a defective unit or piping of backflow prevention device.
