## BYLAW NO. 2006-2 ## A BYLAW TO CONTROL CERTAIN BREEDS OF DOGS IN THE VILLAGE OF LANG The Council of the Village of Lang, in the Province of Saskatchewan, enacts as follows: 1. In this Bylaw: - a. "owner" includes: - i. a person who keeps, possesses or harbours a restricted or dangerous dog. - ii. the person responsible for the custody of a minor where the minor is the owner of a restricted or dangerous dog; - b. "restricted dog" means any dog, whatever its age, of the following breeds or kinds: 2. a. No owner shall keep, possess or harbour a dangerous dog within the boundaries of the Village of Lang. - b. Any person who contravenes Subsection (a) of Section 2 of this bylaw is guilty of an offence and liable to a fine of $500.00. 3. (A) Subject to Section 4 no owner shall keep, possess or harbour a restricted dog within the boundaries of the Village of Lang. 4. (B) An owner who keeps, possesses or harbours a restricted dog as specified in Section 1(b) shall: ## but does not include: - iii. a veterinarian registered pursuant to The Veterinarians Act, 1987, who is keeping or harbouring a restricted or dangerous dog for the prevention, diagnosis or treatment of a disease of or an injury to a restricted or dangerous dog; - iv. an Urban Municipality or the Saskatchewan Society for the Prevention of Cruelty to Animals in respect of an animal shelter or impoundment facility operated by it. - i. Rottweiler breed of dog - ii. Doberman Pinscher breed of dog - iii. "Pit bull dog" is defined to mean: - iv. any dog of mixed breeding, which can be identified through its physical characteristics as a dog partially of the above mentioned breeds or kinds by a veterinarian licensed to practice in Saskatchewan 1. Pit bull terrier - Staffordshire bull terrier breed of dog; - The American pit bull terrier breed of dog; - The American Staffordshire terrier breed of dog; or - "dangerous dog" shall mean: - i.. any dog without provocation, in a vicious or menacing manner, chases or approaches a person or domestic animal in an apparent attitude of attack; - ii. any dog that, without provocation, has bitten, inflicted injury, assaulted or otherwise attacked a person or domestic animal; - ili. any dog which is owned primarily or in part for the purpose of dog fighting or is trained for fighting. - (1) keep the dog in an enclosure which shall be constructed of steel chain length fence and steel posts and in a manner adequate to: - (2) the entrance and other areas by which entry to or exit from the enclosure may be made shall be locked or fastened in a manner adequate to prevent the dog from escaping from the enclosure - (3) the enclosure must be at least 3 metres in length, 1.5 metres in width and 1.8 metres high - (4) the enclosure must have the top secured to the sides of the enclosure - (5) the enclosure shall: - confine the dog; and - prevent the entry of children of tender years. - (a) have a floor secured to the sides of the enclosure: or - (b) the sides of the enclosure shall be embedded in the ground to a depth of at lest 0.6 metres. <!-- image --> ## BYLAW NO. 2006-2 ## A BYLAW TO CONTROL CERTAIN BREEDS OF DOGS IN THE VILLAGE OF LANG <!-- image --> <!-- image --> <!-- image --> <!-- image --> <!-- image --> 5. a. No person within the village of Lang shall harbour or keep more the two (2) dogs on any one 6. This bylaw shall come into force and take effect of the day of the final passing thereof. - (6) the enclosure shall: - (a) provide protection from the elements for the dog - (b) provide adequate light and ventilation for the dog; and - (c) be kept in a sanitary and clean condition. - (d) defecations deposited on the private property of the owner, possessor or harbourer of a dog shall be removed and disposed of in a sanitary manner on a weekly basis. - (7) if the dog is removed from the enclosure, it shall be muzzled and leashed as follows: - (a) fitted with a collar or a harness for the body that is properly placed and fitted on the dog: - (b) the movement of the dog shall be controlled by a person by means of a leash attached to the collar or harness of the dog; - (c) the leash shall not exceed 1.2 metres in length and shall be constructed of a material having a tensile strength of at least 140 kilograms; - (d) the muzzle shall be properly fitted on the dog to prevent it from biting any animal or person; - (8) Any person who contravenes any provisions of Section 4 of this bylaw or refuses to comply therewith shall be guilty of an offence and liable to a fine of not less $500.00. - b. Any person who contravenes Subsection (a) of Section 5 is guilty of an offence and liable to a fine of $100.00 for every dog harboured or kept exceeding two.
