VILLAGE OF LEASK
BYLAW NO. 2/2011
A Bylaw of the Village of Leask, in the Province of Saskatchewan to fix the rates to be
charged for the use and consumption of water and to fix the rates to be charged by way
of rent or service charge for the use of sewer.
The Council of the Village of Leask in the Province of Saskatchewan, in open meeting
hereby enacts as follows:
1.
ALL property owners desiring to be supplied with water from the Municipality's
water supply system shall make application to the officials of the Municipality.
Each application shall be accompanied by the appropriate meter deposit
stipulated in the Village of Leask's "Water Meters" bylaw.
2.
WATER meters shall be read semi-annually with the first reading to be by June
20th, and the second reading to be by December 20th of each year.

THE charges to be paid by the property owner whose water service has been
turned on shall be those set out in Schedule "A" attached; provided, however, that
the minimum shall be payable in every case whether or not any water is
consumed..
4.
PERSONS who own premises drained or that are by bylaw required to be drained
into the sewer shall pay for such services a rental rate or service charge in
accordance with Schedule "A" attached.
5.
ACCOUNTS for water and/or sewer service shall cover a period of one month,
and shall be rendered on or before the first day of the month next following such
period. Accounts shall be paid within a period of 15 (fifteen) days from the date
on which such accounts are rendered. If an account is not paid within 15
(fifteen) days, a penalty of 5% shall be added to the unpaid account. If an account
remains in arrears for two consecutive billing periods, the water service may be
cut off. If the water service is shut off, it shall not be resumed until all arrears and
penalties have been paid, together with a fee of $50.00 to cover the expenses of
turning off the water and turning it on again.
6.
ANY property owner may request that the water be shut off temporarily and the
fee for this shall be $25.00 for shutting the water off and an additional fee of
$25.00 shall be charged when the water is turned on again.
7.
BYLAW No.5/2010 is hereby repealed.
8.
THE rates, charges, tolls or rents contained in this bylaw shall come into force
and take effect on the day of approval being issued by the Local Government
Committee.
