BYLAW NO. 5/1984
A BYLAW TO PROVIDE FOR THE OPERATION OF A WATERWORKS SYSTEM
The Council of the Village of Leask in the Province of Saskatchewan enacts as
follows:
1)
Interpretation:
(a) "municipality" means the Village of Leask;
(b) "waterworks" means the municipal water system;
(c) "clerk" means the secretary treasurer of the municipality;

Scope:
(a)
The municipality shall have the right to limit the amount of water
furnished to any customer, should circumstances seem to warrant such action.
(b)
In case of making repairs to the street mains, or in connecting or repairing
service pipes, or in constructing new work, the municipality shall have the right to shut
off the service and the water from any consumer, without notice, and keep it shut off as
long as may be necessary.
(c)
No person shall in any way interfere with any stopcock, pipe or other
waterworks appliance outside of his own premises, nor shall he in any way interfere with
any meter whether inside or outside his premises.
(d)
Any person who conveys, sells, disposes of or gives away or permits water
to be carried or taken away or uses it or supplies it for the use or benefit of others shall be
guilty of a breach of this bylaw.
(e)
No person shall obstruct the access to any fire hydrants by placing around,
thereon or within three and one-half (3.5) meters thereof any stone, brick, lumber, dirt,
rubbish or other material or willfully or carelessly injure same, or fill up or cover over
any curb box, valve box, or in any way temper with or injure same.
(f)
No person or persons except the clerk or those acting with his permission
or under the direction of the council, or members of the Fire Department in the event of
fire, shall open, close or interfere with any hydrant, gate or valve connected with the
waterworks.
(g)
No person shall draw water from the municipality system of waterworks
otherwise than as provided in this bylaw unless he has first obtained authority so to do
from the clerk.
(h)
Any person interfering with any portion of the waterworks system of the
municipality shall be guilty of a breach of this bylaw.
3.
Any person who contravenes any provisions of this bylaw for which no other
penalty is provided shall be guilty of an offence and liable on summary conviction to
penalties provided under the general penalty bylaw of the municipality.
4.
Bylaw 6/77 adopted by resolution of council on the 27th day of December, 1977 is
hereby repealed.
