Bylaw to limit the use of fireworks in the RESORT VILLAGE OF MANITOU BEACH BYLAW NO. #10/2012 A BYLAW TO ensure the safe operation and use of fireworks in the Resort Village of Manitou Beach. The Council of the Resort Village of Manitou Beach in the Province of Saskatchewan therefore enacts as follows: 1. Definition (a) "Fireworks" shall mean and include any combustible or explosive composition or any substance or combination of substances that produce a visible and audible effect by explosion, deflagration or detonation. (b) "Audience" refers to the people the display of fireworks is intended for; can be either for public or private recreation or entertainment. (c) "Fireworks permit" shall mean a current and valid permit issued by the Resort Village of Manitou Beach Administrator and/or person authorized by Council to approve such a permit to either a person or organization who wishes to fire or set off fireworks. 2. Scope (a) No person(s) or organization may set off fireworks on municipal property in the Resort Village of Manitou Beach for ANY reason or ANY time unless first issued a permit. A ban on fireworks is herewith administered regardless of the reason. (b) The person or organization responsible for the setting off permit-approved fireworks shall be the permit holder only. (c) The place for the setting off of the fireworks must be pre-approved by Council or authorized representative and shall not be within 30 meters from where flammable materials are stored. I.e. propane tanks, gas cans, etc. (d) The person or organization responsible for the setting off of fireworks shall carry liability insurance. 3. Infraction Any contravention of this bylaw will result in a penalty of up to $1000.00 for the 1st offence and every offence thereafter and the confiscation or any and all fireworks. 4.
