COMPOSTING BYLAW
A BYLAW OF THE CITY OF MEADOW LAKE PROVIDING FOR THE COLLECTION
AND DISPOSAL OF COMPOST MATERIAL AND THE MAINTENANCE AND
OPERATION OF A COMPOST SITE.
The Council of the City of Meadow Lake in the Province of Saskatchewan enacts as
follows:
PART 1 - INTRODUCTION
1.
Title
The Bylaw shall be known and may be cited as the "Composting Bylaw" of
the City of Meadow Lake.
2.
Purpose
The purpose of this Bylaw is to provide for and regulate the collection and
disposal of compost as defined in Part 2.4(b).
3.
Scope
The Bylaw will apply within the corporate boundaries of the City of Meadow
Lake.
PART 2 - DEFINITIONS

Whenever in this bylaw the following words or terms are used, they shall,
unless the context otherwise provides, be held to have the following
meanings:
(a) CITY MANAGER shall mean the City Manager of Meadow Lake or an
employee of the City designated by the City Manager to act on behalf of
the City.
(b) COMPOST MATERIAL means materials that are suitable and accepted
for composting under this bylaw.
(c) COUNCIL shall mean the Council of the City of Meadow Lake
(d) CITY shall mean the City of Meadow Lake.
(e) COMPOST SITE shall mean the area designated by Council for the
compost disposal site.
(f) TREE BRANCHES shall mean the branches of any tree or shrub with a
diameter of six inches or less, and shall not include the trunk or roots.
PART 3 - GENERAL REGULATIONS

(a) Unless authorized in writing by the City Manager, no person may
dispose of material in the compost site except in the manner set by
Council resolution, bylaw or policy.
(b) Unless authorized by resolution of Council, no commercial entity may
deposit materials at the compost site, and no person may use the
compost site for commercial purposes. Commercial purposes includes
the resale of materials from the compost site and depositing materials at

the compost site that have been collected for a fee.
(c) Council will have the right to request a commercial entity authorized
under section 5(b) to enter into a written agreement regarding the use of
the compost site for commercial purposes

In the event of any dispute or interpretation of the classifications of compost
material and quantities thereof, and placement of materials at the compost
site; the matter shall be referred to Council and its decision shall be final.
PART 4 - COMPOST MATERIALS AND COLLECTION

(a) The only materials accepted at the City compost site are grass clippings,
leaves, tree branches and garden vegetation.
(b) Prohibited materials specifically include, but are not limited to: tree
trunks, tree roots, construction materials, treated wood, food products,
and other waste products.
PART 5 - COMPOST SITE

All compost material shall be delivered to the compost site and deposited in
the area allocated for each class of compost as designated by the City of
Meadow Lake or the City Manager.
9.
It shall be an offense for any person to unload and deposit any compost
material on the roadway into the compost site or in a place other than that
authorized by this Bylaw.
10.
It shall be an offense for any person to unload and deposit any other waste
products not accepted at the compost site.
11.
The City of Meadow Lake shall own and have sole right to dispose of all
compost material unloaded and deposited at the compost site under its
control.
PART 6 - PENALTIES AND ORDERS
12.
Any person who contravenes a provision of section 5(9) or 5(10) of this
Bylaw is guilty of an offence and liable upon summary conviction to a penalty
of $1,000.00.
13.
Any person found guilty of an offence involving a breach of any part of this
bylaw for which no penalty is specified shall be liable upon summary
conviction to the penalties prescribed in the General Penalties Bylaw.
