BYLAW NO. 5/2015
TRAFFIC BYLAW
A BYLAW OF THE CITY OF MEADOW LAKE TO REGULATE TRAFFIC, THE USE OF
PUBLIC STREETS, AND THE OPERATION OF VEHICLES.
The Council of the City of Meadow Lake, in the Province of Saskatchewan, enacts as
follows:
PART I - INTRODUCTION AND INTERPRETATION
1. TITLE
This Bylaw shall be known and may be cited as the Traffic Bylaw.
2. SCOPE
The provisions and enactments set forth in this Bylaw shall be in full force and
effect within the corporate limits of the City of Meadow Lake.
3. DEFINITIONS
Whenever in this Bylaw the following words or terms are used they shall, unless the
context provides otherwise, be held to have the following meanings:
a) "all terrain vehicle" means a self-propelled vehicle as defined in The All Terrain
Vehicles Act.
b) "angle parking" means the parking of vehicles with the right front wheel drawn up to
the curb on the right-hand side of the highway, or at a distance of not more than thirty
(30) centimetres from such curb, the vehicle to be placed at an angle of approximately
forty-five (45 ) degrees with the curb;
c) "bicycle" means any muscular propelled, chain-driven wheeled device in, on, or by
which a person is or may be transported or drawn;
d) "City" means the City of Meadow Lake;
e) "City Manager" means the person appointed as the City Manager and Chief
Administrative Officer for the City of Meadow Lake and includes any duly authorized
representative or designate of such person;
f)
"curb" means the lateral boundaries of a roadway, whether or not marked by curbing;
g) "dangerous goods" means dangerous goods as defined in The Transportation of
Dangerous Goods Act, its Regulations, or any successor legislation;
h) "designated parking space" means a surfaced parking area, consisting of gravel,
asphalt, concrete, brick pavers or other similar material and accessible from the street
by an approved curb crossing.
i)
"designated accessible parking area" means that entire portion of any street or on
public or private property that is clearly designated by signage or ground marking as
being designated as accessible parking for individuals with specific mobility challenges.
j)
"e-scooter" means a motor vehicle that is not a wheeled recreational device, and which
falls within the definition of an "electric kick scooter" as defined in The Limited Speed
Motor Vehicle Regulations. For greater certainty, an e-scooter, has:
-
up to four wheels (430 mm in diameter or less and one wheel at the front in
line with one wheel at the back or two wheels at the front, in line with two
wheels at the back),
-
a platform to stand on,
-
a handlebar for steering,
-
one or more electric motors 500 W or less,
-
a maximum speed of 24 km/h on a level surface,
-
a weight of 45 kg or less (including the motor and batteries),
-
brakes that can bring it to a stop within 9 m of applying the brakes at full speed,
and
-
no seat or surface that could be used as a seat, pedals or any structures
enclosing it.
k) "fire lane" means that area designated by signs or markings as a fire lane on public or
private property.

l)
"heavy vehicle" means a motor vehicle with or without load which alone or together
with any trailer, semi-trailer or other vehicle being towed, weighs 4.5 tonnes or more;
m) "highway" means a highway as defined in The Traffic Safety Act;
n) "lug vehicle" means any truck, portable engine or traction engine having metal spikes,
lugs or cleats projecting from the face of the wheels or tires thereof, or having metal
track tread;
o) "micro-mobility devices" means pocket bikes, motorized skateboards, and electric hover
boards and other similar devices and excludes an e-scooter;
p) "motor vehicle" means a vehicle propelled or driven by any means other than muscular
power as per The Traffic Safety Act, but does not include power-assisted bicycles,
micro-mobility devices, or wheeled recreational devices;
q) "mobility device" means a device that is designed and made, not adapted, for use by
people who require mobility assistance due to a physical or neurological impairment
and is powered solely by a motor that has a maximum power output of 1500W;
r) "municipality" means the City of Meadow Lake;
s) "parallel parking" means the parking of a vehicle with both right wheels thereof drawn
up to the curb on the right-hand side of the highway, or at a distance of not more than
thirty (30) centimetres from such curb;
t)
"park, parking" means the stopping or standing of a vehicle whether occupied or not,
otherwise than temporarily for the purpose of and while actually engaged in loading or
unloading of goods and/or materials, or in obedience to traffic regulations, signs or
signals;
u) "peace officer" means a peace officer as defined by the Summary Offence Procedure
Act, 1990, s.s. 1990 Ch. S-63.1 and amendments thereto;
v) "pedestrian" means any person on foot or in a wheelchair;
w) "place of public assembly" means schools, theatres, moving picture theatres,
churches, hockey and skating rinks, dance halls and public assembly halls;
x) "power-assisted bicycle" means a power-assisted bicycle that has pedals, is capable
of being propelled by muscular power, and has an electronic motor which has a
maximum power output of 500 watts;
y) "power turn" means to maneuver a vehicle in such a manner to cause the rear of the
vehicle to depart from its ordinary line of progress by the sudden use of acceleration
and/or braking;
z) "Public Works Manager" means the person appointed as the Public Works Manager
for the City of Meadow Lake and includes any duly authorized representative or
designate of such person;
aa) "recreational vehicle" means a portable structure designed and built to be carried on a
vehicle, or a unit designed and built to be transported on its own wheels, to provide
temporary living accommodation for travel and recreational purposes and includes
such vehicles as a motor home, camper, travel trailer, tent trailer and boat, but does
not include a mobile home.
bb) "right turn lane" means one lane of a highway designated, using signs or pavement
markings, as a right turn lane for a driver intending to turn right into an intersecting
highway;
cc) "shared path" means a cycle path or track, a foot path or trail, or some other kind of
path, generally wider and often made of asphalt, that may be used by some or all of
the following persons at the same time - (a) cyclists; (b) pedestrians; (c) riders of
mobility devices; and (d) riders of wheeled recreational devices;
dd) "sidewalk" means the portion of a street intended primarily for use by pedestrians,
generally paved with concrete and separated from the street by a curb or boulevard
and does not include a shared path;
ee) "speed zone" means any portion of a highway within the City of Meadow Lake, as
designated herein, and identified by a sign erected and maintained at each end thereof,
indicating the maximum speed available thereto;
ff) "stop" means a complete cessation from movement;
gg) "street" means a road, alley or other place designed and intended for or used by the
general public for the passage of vehicles and pedestrians, but does not include a
parking lot, whether privately or publicly owned;
hh) "Traffic Control Device" means any sign, signal, traffic island, parking meter, pavement
marking, barricade or other device erected, placed or marked on, at or above a public
highway pursuant to The Traffic Safety Act and Manual of Uniform Traffic Control
Devices for Canada for the purposes of regulating, warning or guiding traffic.

ii) "Traffic Safety Act" means The Traffic Safety Act, S.S. ch.T-18.1 and amendments
thereto
jj) "trailer" means a vehicle, other than a semi-trailer, that is at any time drawn on a
highway by a motor vehicle and that is designed for the conveyance of goods.
kk) "U-Turn" means the turning of a vehicle so as to cause it to proceed in the opposite
direction from which it was proceeding immediately prior to the commencement of such
turn;
ll) "vehicle" means a vehicle as defined in The Traffic Safety Act.
mm) "wheeled recreational device" means devices which are generally propelled by human
power and are used for recreation or play. They include rollerblades, roller skates,
skateboards, foot scooters. A foot scooter with a small electric motor (200 watts or
under) that has a maximum speed of 10km/hr or less is also a wheeled recreational
device;
nn) "wheeled toy" is a child's pedal car, scooter, tricycle, or similar toy used by a child under
12;
PART II - AUTHORITY AND TRAFFIC CONTROL DEVICES
4. City Council shall have the right at all times to authorize the erection of traffic signs or
any traffic control device in accordance with the intent and meaning of this Bylaw, to
regulate loading time in loading zones, and to designate playgrounds, shared paths,
and recreational areas.
5. All traffic on the streets, sidewalks, and shared paths shall, notwithstanding the
provisions of this Bylaw, be subject to any temporary or emergency direction of a police
officer, a peace officer, a bylaw enforcement officer designated by the City of Meadow
Lake or the Fire Chief of the City of Meadow Lake for the purpose of relieving
congestion of traffic, preventing accidents or meeting unforeseen conditions.
6. In the case of a fire or other emergency, officers of the Fire Department are hereby
authorized to direct traffic in such a manner as they deem necessary whether or not it
is in conformity with the provisions of this Bylaw and every person shall comply with
every traffic signal or direction so given.
7. Notwithstanding any other provisions of this Bylaw to the contrary, the City Manager
or the Public Works Manager or designate shall have the authority to temporarily
prevent parking on or passage of traffic over any public highway or portion thereof to
allow any work to be carried out by or on behalf of the City including, but not limited to
snow removal, cleaning, repair or maintenance of such public highway or any work in
respect to any public utility located under, on or above any public highway.
7.1
a) No person shall occupy any public street, sidewalk, shared path or boulevard
or cause any encroachment or obstruction thereon or thereof without first
obtaining a Temporary Street Use Permit.
b)
The City Manager or designate is authorized to issue a Temporary Street
Use Permit in accordance with the City's Temporary Street Use Policy for
the temporary use of a street, sidewalk, shared path or boulevard.
c)
The City may impose conditions on the issuance of a Temporary Street
Use Permit. Failure to meet any condition outlined in the permit is subject
to a fine specified in the attached Appendix 9.
d)
No person having obtained a Temporary Street Use Permit shall fail to
abide by the conditions imposed by the City pursuant to subsection (c).
e)
The City Manager or designate may revoke or suspend the operation of a
Temporary Street Use Permit when the applicant fails to observe conditions
of permit issuance or where in the opinion of the City Manager the activity
of the applicant has proven to unduly interfere with the movement of traffic
or is constituting a threat to public safety, or otherwise in accordance with
rights reserved by the City as a condition of permit issuance.
8.
No person driving a vehicle shall drive through or enter upon any street or portion
thereof which is roped, barricaded, or indicated by notice or sign as being closed,
except where permitted by the designated officer who closed the street.
9.
No person shall park a vehicle on any public highway or portion thereof on which
parking is temporarily prohibited under the provisions of Section 5, 6 or 7 of this
Bylaw.

10.
DESIGNATION OF STREETS AND INTERSECTIONS:
a)
"STOP" Streets
The streets, avenues and intersections as listed in Appendix 1 are
designated as "Stop" locations.
b)
"YIELD" Streets
The streets and avenues as listed in Appendix 2 are designated as "Yield"
streets.
c)
"NO U-TURN" Intersections
The intersections of streets and avenues, approached from all four (4)
directions as listed in Appendix 3 are designated as "No U-Turn"
intersections.
d)
"RIGHT TURN" Lane
The lane as listed in Appendix 4 is designated as a "Right Turn Lane".
11.
SIGNS
a)
Council shall cause to be erected and maintained at the right-hand side of
every street intersecting a "Stop" street, at a distance of approximately
three (3) metres from the point of intersection, an appropriate sign
containing the word "Stop". Such signs shall be so placed that they will face
traffic which is approaching the "Stop" street.
b)
Council shall cause to be erected and maintained at the right-hand side of
every street intersecting a "Yield" street at a distance of approximately
three (3) metres from such intersections, an appropriate "Yield" sign. Such
sign shall be so placed that they will face traffic which is approaching the
"Yield" street.
c)
Council shall cause to be erected and maintained at intersections
designated as "No U-Turn" intersections, signs prohibiting U-Turns. Such
signs shall face approaching traffic to said intersections.
d)
Council shall cause to be erected and maintained appropriate signs or curb
markings to indicate "No Parking" areas. Such signs or curb markings shall
be visible from the part of the highway to which the restriction applies.
e)
Council may, by resolution, provide for the erection and maintenance on
any highway, and at any designated point or points thereon, of such signs
as it may deem expedient for warning, guidance, directions or information
thereon.
f)
No person shall, except where authorized by resolution of Council or when
duly authorized by law, erect upon or immediately adjacent to any highway
any sign, marker, signal or light or any advertising sign device.
g)
No person shall erect, maintain or install a sign, signal, marking or light on
any street, sidewalk, shared path, boulevard or any public highway in the
City of Meadow Lake except as authorized by Council or the City Manager.
The City Manager is hereby empowered to remove any prohibited sign,
signal, marking or light without notice.
(h)
No person shall install or keep installed in the City of Meadow Lake any
device which, in the opinion of the police force or City Manager, is of such
a nature or so positioned that it will distract the attention of a vehicle
operator and in so doing create a traffic hazard.
i)
No person shall damage, deface, remove, obscure or interfere with any
sign, marker or barricade placed or maintained by the City for the purpose
as a traffic control device.
j)
The City Manager or Public Works Manager or designate may install
construction speed limit signs and reduce speed limits during any road
construction or other public works which require workers to be present on
the roadway or during which traffic lanes must be narrowed or rerouted.
k)
Notwithstanding any other provision of this Bylaw, where temporary
signage designating a construction area, street maintenance area, parking
restriction, or parking prohibition has been posted by the City, it shall
supersede any other signage or parking controls.

PART III - INFRACTIONS
12.
"STOP" Streets
The provisions of The Traffic Safety Act shall apply to all traffic approaching and
facing a "stop" sign erected and maintained in accordance with the provisions of
section 11(a).
13.
"YIELD" Streets
The provisions of The Traffic Safety Act shall apply to all traffic approaching and
facing a "yield" sign erected and maintained in accordance with the provisions of
section 11(b).
14.
U-TURNS AND CROSSING SOLID YELLOW LINE
a)
No person shall cause a vehicle to make a U-Turn at the intersections
designated as "No U-Turn" (Appendix 3) intersections. This shall apply to
all traffic approaching and facing a "No U-Turn" sign erected and
maintained in accordance with the provisions of section 11(c).
b)
No driver of a vehicle shall cross a highway or street with angled parking
within the boundaries of the municipality except:
a)
at an intersection with another highway or street; or
b)
if not prohibited by municipal bylaw, at an intersection with a lane or
alley.
15.
LUG VEHICLES
a)
No person shall propel, operate or drive any lug vehicle upon any highway
within the municipality without first having obtained from the City Manager
a permit in writing authorizing the operation.
b)
The City Manager is hereby authorized to issue permits in writing for the
purpose of section 15(a) of this Bylaw in any case where the applicant
therefore has signed a written undertaking in Form 1, Appendix 6. Provided
that the City Manager shall not issue any such permit unless he or she is
satisfied that, with reasonable care in operation, the lug vehicle may be
propelled or driven over any highway without damage resulting thereto or
to any bridge or culvert thereon.
c)
Nothing contained in section 15(a) shall be deemed to preclude the
transport of a lug vehicle as herein defined over any highway where same
is being carried by means of rubber-tired trailer or other conveyance
equipped with rubber tires.
16.
PARKING
a)
Except as otherwise provided herein, the parking of vehicles is permitted
on all highways within the municipality.
b)
(1) Subject to the provisions of subsection (2) no person shall park a
vehicle in any lane, nor in any streets so as to obstruct the entrance
to any lane or to a driveway or approach leading to private premises.
(2)
Notwithstanding the provisions of subsection (1), a farm truck or
commercial vehicle may be parked in any lane for the purpose of
taking on or discharging cargo, provided no such truck or vehicle
shall be so parked for a period exceeding thirty (30) minutes at one
time, unless written permission has first been obtained from the City
Manager or a peace officer of the municipality for an extension of
such time limit.
c)
METHOD OF PARKING
(1)
Subject to subsection (2), every person parking a vehicle upon a
highway within the municipality where parking is permitted, shall
parallel park the vehicle park on the right hand side of the street in
the direction they are facing and not more than 0.5 metres from the
curb or drainage ditch, as the case may be.
(2)
Every person parking a vehicle upon the highways listed in
Appendix 7 shall angle park the vehicle.
(3)
Any vehicle parking in an angled parking area shall turn to its right
and park at an angle of approximately forty-five (45) degrees and in
a parallel parking area within 0.3 metres of the curb and in all areas
a vehicle must park within the painted lines marking the parking stall
and not occupy more than one parking space.

(4)
In the areas designated for angle parking as set out in subsection
(2) hereof, only passenger cars and trucks not exceeding 2.1
metres (7 feet) in width and 5.8 (19 feet) metres in length shall be
permitted to park.
d)
No person shall park a vehicle in any "No Parking" area as designated in
Appendix 8 at any time and such areas shall be marked in accordance with
the provisions of section 11(d) to indicate that parking therein is prohibited.
e)
No person shall park a vehicle within five (5) metres of any street
intersection or fire hydrant, three (3) metres of a lane or driveway in an
angle parking zone or two (2) metres of a lane in all other areas.
f)
No person shall park a vehicle on any highway at one place for a period of
time exceeding twenty-four (24) consecutive hours.
g)
No vehicle shall be parked with the engine running, unless it is in the charge
of and under the control of a competent person, 16 years or older, or unless
all doors to the said vehicle are locked.
h)
The City Manager or Public Works Manager or delegate may prohibit
parking on any street or portion thereof, temporarily and/or seasonally for
street sweeping, snow removal or any reason they deem necessary subject
to appropriate signs being erected indicating the duration that the parking
restriction is in force.
i)
No unregistered vehicle or trailer shall be parked at any time on any street
or lane in the City.
j)
Notwithstanding any other provision of this Bylaw, a trailer shall not be
parked on a street unless the trailer is attached to a vehicle by which it may
be drawn, with the only exception being granted for construction trailers at
an active work site where the trailer is being used. A construction trailer
shall not be parked on a street unattached to a vehicle for more than 12
consecutive daytime hours while parked adjacent to the work site. For the
purpose of this section, a work site is defined as a property where contract
work is actively being undertaken by the contractor to whom the trailer
belongs and is properly signed as per the requirements of the Business
License Bylaw. A construction trailer cannot remain unhitched overnight.
k)
VEHICLES CARRYING DANGEROUS GOODS
(1)
subject to subsection (2), no person shall park any commercial
vehicle transporting or designed for transporting dangerous goods
within 100 metres of any building in the municipality used or
intended for use, in whole or in part, as a place of dwelling,
educational institution, hotel or place of public assembly;
(2)
nothing in subsection (1) shall be deemed to restrict the parking of
any such vehicle for such period of time as may be necessary to
take on or discharge cargo provided that the vehicle and the
unloading procedure are under constant supervision while the
vehicle is parked.
l)
OVERSIZED AND RECREATIONAL VEHICLES
(1)
No person shall park any truck, tractor unit, trailer, bus, commercial
or farm vehicle which is more than 2.1 metres (7 feet) in width,
(excluding mirrors) or more than 7.6 metres (25 feet) in overall
length within the corporate limits of the City of Meadow Lake,
unless:
(a)
the vehicle is being loaded or unloaded;
(b)
the vehicle is parked in an area designated by the City of
Meadow Lake as a Commercial Zone; or
(c)
written permission from the City Manager of the City of
Meadow Lake has been obtained prior to parking the
vehicle.
(2)
No owner, occupant, licensee or permitee of a parking place or
private property place, except for the owner, occupant, licensee or
permitee of a parking place or private property which is located in
an area designated by the City of Meadow Lake as a Commercial
Zone, shall permit or grant consent to, in accordance with section

16(g), any person to park any truck, tractor unit, trailer, bus,
commercial or farm vehicle which is more than 2.1 metres (7 feet)
in width (excluding mirrors) or more than 7.6 metres (25 feet) in
overall length upon such parking place or private property unless:
(a)
the vehicle is being loaded or unloaded; or
(b)
written permission from the City Manager of the City of
Meadow Lake has been obtained prior to parking the
vehicle.
(3)
Notwithstanding subsections (1) and (2), recreational vehicles
exceeding 7.6 metres in length may park on any street, including a
street within a residential district, subject to the provisions of
subsection (4).
(4)
A recreational vehicle parked pursuant to this Section:
(a)
shall be parked in a location completely adjoining the
recreational vehicle owner's residence as shown in the
records of the Motor Vehicle Registry unless the owner of
the recreational vehicle has the written consent of the owner
of the adjacent property to which the recreational vehicle is
parked;
(b)
shall not be parked for more than 72 consecutive hours; and
(c)
shall be removed to an off-street location for at least 48
consecutive hours before it may be parked again on a street.
(d)
An exemption shall apply to recreational vehicles less than
7.6 metres in length if said vehicle is the only vehicle owned
by the property owner and the vehicle is parked in a location
completely adjacent to the property owner's residence.
(5)
A recreational vehicle shall not be occupied as temporary overnight
sleeping accommodations while parked on any street, and when
parked on private property is subject to the provisions of the City's
Zoning Bylaw.
m)
No person shall park any vehicle on 9th Street West or 1st Avenue East
and West.
n)
No person shall park a vehicle within two metres of a Canada Post
community mail box.
o)
There shall be a 1-hour time limit for parking between 9:00 a.m. and 6:00
p.m. on the street listed as such in Appendix 8.
p)
No person shall park or stop a vehicle within a fire lane.
q)
No person shall park any vehicle in a designated accessible parking area
other than a vehicle that displays a valid Accessible Parking permit issued
by the Saskatchewan Abilities Council or an equivalent out-of-
province/state agency for persons with specific mobility challenges. A valid
placard/permit must be hanging from the rear-view mirror or placed on the
vehicle dashboard clearly visible through the windshield or, in the case of
an out-of-province/state vehicle, a license plate issued by the authorizing
agency.
r)
Where the owner of a shopping centre has, in writing, authorized the
Council of the City of Meadow Lake to provide for the impounding and
disposal of vehicles unlawfully placed, left or kept on a designated fire lane
or designated accessible parking area on their private property, then the
provisions of Section 27. IMPOUNDING of this bylaw shall apply, in
addition to the penalties provided in Appendix 9.
s)
VEHICLES ON MUNICIPAL PROPERTY
(1)
Except as may be authorized by any other bylaw of the City, no
person may operate or park a vehicle, recreation vehicle, trailer, or
all-terrain vehicle on any of the following areas:
(a)
Public parks or playgrounds
(b)
Public and municipal reserves, including buffer strips
(c)
Easements
(d)
Boulevards
(e)
Public development property

(2)
The provisions of subsection (1) shall not apply to maintenance
vehicles, emergency vehicles responding to an emergency, or
vehicles using a designated public parking area.
t)
No vehicle, including a recreational vehicle or trailer, may be parked on the
front yard of a residential property in any location other than a driveway or
designated parking space.
u)
There shall be a 1-hour time limit for parking in the signed pull-out parking
spaces along the West Service Road (9th Street West). No other parking
is permitted along this street as per Section 16(d).
17.
POWER TURNS
The operator of a vehicle shall not execute "power turns" on any highway in the
municipality.
18.
SNOWMOBILES AND ALL TERRAIN VEHICLES
a)
Subject to the provisions contained in The Snowmobile Act and The Traffic
Safety Act, it shall be lawful to operate a snowmobile between the hours of
7:00 am and 11:00 pm on any public highway except Provincial Highways
#4 and #55, within the limits of the municipality, Monday to Saturday
inclusive, and between 9:00 am and 11:00 pm on Sunday.
b)
Notwithstanding subsection a), it shall be lawful to operate a snowmobile
on the portion of Provincial Highway #4 for the purpose of crossing the
Provincial Highway, at the intersection of Ninth Avenue West and Highway
#4.
c)
Before crossing Provincial Highway #4, all snowmobile operators shall yield
the right of way to vehicles on Highway #4.
d)
It is unlawful to operate an unregistered snowmobile on any highway or
lane within the municipality.
e)
The Council of the City of Meadow Lake prohibits the operation of any all
terrain vehicle or classes of all terrain vehicles on:
(1)
the traveled and untraveled portion of all streets, roads, lanes, and
the whole or any part of a highway in the municipality;
(2)
any lands owned by the municipality, including public reserves,
publicly owned parking lots, and grounds of all municipal
owned
buildings;
(3)
any Crown land in the municipality; and
(4)
any private land in the municipality without prior consent from the
City.
f)
The following are exempt from the provisions of Section 18 of this bylaw:
(1)
An all terrain vehicle operated by:
(a)
the municipality as a public service vehicle;
(b)
an emergency service, including the ambulance, fire
department, RCMP or a peace officer, while engaged in their
lawful execution of duty;
(c)
contractors solely for the purpose of snow removal; or
(d)
a participant in a parade for which a Temporary Street Use
Permit has been obtained.
(2)
Nothing in this section exempts a person from the requirement to
comply with The All Terrain Vehicles Act, or any other Act or
regulation.
19.
SPEED
a)
Subject to subsections b) through l) , no person shall operate a vehicle in
the municipality at a speed greater than forty (40) kilometres per hour.
b)
No person shall operate a vehicle at a speed greater than thirty (30)
km/hour in the school zones as set out in Appendix 5.
c)
No person shall operate a vehicle at a speed greater than thirty (30)
km/hour on 3rd and 4th Avenues between 6th and 7th Streets West or on
6th and 7th Street West between 3rd and 4th Avenues West (Westview

Playground).
d)
No person shall operate a vehicle at a speed greater than thirty (30)
km/hour on 6th Avenue West from Centre Street to 1st Street West and on
1st Street West between 6th and 7th Avenues (KIN Park).
e)
No person shall operate a vehicle at a speed greater than sixty (60)
kilometers per hour on the Golf Course Road from 455 metres south of
Larocque Drive to Highway 4.
f)
No person shall operate a vehicle at a speed greater than fifty (50)
kilometres per hour on 1st Avenue East and West (Highway 55).
g)
No person shall operate a vehicle at a speed greater than fifty (50)
kilometres per hour on Highway 4 from 175 metres south of its intersection
with 9th Avenue West to its intersection with 1st Avenue West.
h)
No person shall operate a vehicle at a speed greater than sixty (60)
kilometers per hour from the junction of Highway 4 to 800 meters west on
Township Road 594 (Airport Road).
i)
No person shall operate a vehicle at a speed greater than fifty (50)
kilometers per hour on Highway 4 from its intersection with 1st Avenue
West to 720 metres north of 1st Avenue West.
j)
No person shall operate a vehicle at a speed greater than seventy (70)
kilometers per hour on Highway 4 from 175 metres south of its intersection
with 9th Avenue West to 567 metres south of its intersection with 9th
Avenue West.
k)
No person shall operate a vehicle at a speed greater than seventy (70)
kilometers per hour on Highway 4 from 720 metres north of 1st Avenue
West to 1100 metres north of 1st Avenue West.
l)
Notwithstanding subsections a through k, no person shall operate a vehicle
on a street in a posted construction area at a speed greater than the posted
speed limit for the construction area.
20.
HEAVY TRUCK REGULATIONS
a)
No person shall operate a vehicle or a combination of vehicles when the
combined gross weight of the vehicle(s) with or without a load exceeds
5,500 kg (12,125 pounds) except on Highways No. 4 and 55 which are
designated Heavy Truck And Dangerous Goods Routes, and subject to the
same weight restrictions as referred to in the Highways and Transportation
Act., S.S. 1997 ch. H-3.01 and any supporting Act and Regulation and
amendments thereto.
b)
Subsection a) shall not apply to buses or to vehicles making deliveries or
pick-ups on any highway in the municipality provided that the operator of
the vehicle(s) uses the most direct route from and to the Heavy Truck
Route. The combined gross weight of these vehicles must not exceed 35
tonnes (77,161lbs.).
c)
Subsection a) shall not apply to empty gravel truck, farm truck or highway
tractor unit operators who park their vehicles in their own yard in an RL
residential area, or an M1 or M2 industrial area, that does not abutt
pavement and who access their residence or business by the most direct
non-paved route.
d)
Subsection a) shall not apply to any vehicle owned or operated by or
under contract to the City or any other public utility while that vehicle is
being operated within the boundaries of the City and is:
(1)
actually engaged in maintenance or construction of City related
work;
(2)
travelling to or from any site for the purpose of maintenance or
construction of City related work;
(3)
engaged in fire protection services or emergency response
services;
(4)
a motor vehicle designed specifically to convey garbage.
e)
Subsection a) shall not apply to any heavy vehicle used in the professional
licenced instruction of student drivers within the boundaries of the City.
f)
Subject to subsections g) and h), no person transporting any dangerous

goods within any vehicle shall enter or leave or travel within the City except
on Highways 4 and 55 which are designated Heavy Truck and Dangerous
Goods Routes.
g)
Subsection f) does not apply when it is necessary to deviate from a
dangerous goods route for the purpose of taking on or discharging cargo
at a point or points off such route.
h)
Where, pursuant to subsection g) it is necessary to deviate from a
dangerous goods route for the purpose of taking on or discharging cargo,
the person operating the vehicle shall leave from the closest point on the
dangerous goods route to its destination and return to the dangerous goods
route by the most direct route.
21.
BICYCLES AND OTHER DEVICES
a) No person shall operate a bicycle, e-scooter, or power-assisted bicycle on a
sidewalk.
b) E-scooters and power assisted bicycles are permitted on municipal streets in
the city subject to the regulations of The Limited Speed Motor Vehicle
Regulations, 2022 and other regulations listed below. To clarify, these
regulations include the following:
(1) E-scooters and power assisted bicycles are to be operated only on
roads with a speed limit of 40 km/hr or less;
(2) E-scooters and power assisted bicycles are to be operated at a speed
no greater than 24 km/hour;
(3) All operators must be at least 16 years of age;
(4) All operators are required to wear helmets regardless of age;
(5) All operators must follow the rules of the road, ride to the right except
when passing, comply with all traffic signs;
(6) Impaired operation of e-scooters and power assisted bicycles is strictly
prohibited;
(7) Operation is permitted on shared paths as regulated in section 21 (c).
c) All persons, regardless of age, operating a device such as a bicycle, e-scooter,
power-assisted bicycle, or wheeled recreational device within the City,
including on a shared path shall:
(1)
yield right of way to pedestrians;
(2)
be equipped with a horn or bell with which to warn others when
approaching from behind and prior to passing;
(3)
move off a shared path when stopped;
(4)
keep to the left when passing;
(5)
keep to the right except when passing;
(6)
comply with all traffic signs;
(7)
travel at a reasonable rate of speed given the conditions of the area an
operator is riding in;
(8)
avoid stunting; and
(9) not carry a load that obstructs the operator's vision or hampers the safe
operation of the device.
d) Without limiting the generality of subsection 21(c), all persons under the age
of fourteen (14) shall be required to wear proper safety equipment, with an
approved helmet being required, while operating any device regulated by
section 21 of this Bylaw. Each parent and/or guardian of a minor under the age
of fourteen (14) years is responsible for ensuring the proper and required
safety equipment is worn as per this Bylaw.
22.
GENERAL REGULATIONS
a)
No person shall clean any vehicle on any highway.
b)
Vehicle repairs, including changes of tires, shall not be made on any street
unless in the case of emergency repairs.
c)
No person shall operate a motor vehicle on any highway, parking lot or

service station lot or entrance or exit thereto in any manner so as to cause
the driven tires to spin whereby stones or gravel might be thrown from the
spinning wheels and/or squeal.
d)
FIRE HOSES
(1)
No vehicle shall cross a fire hose, unless it is protected with
planking and provisions have been made to cross it by the fire
department.
(2)
The operator or owner of any vehicle that violates subsection (1)
hereof shall be, in addition to any other penalty prescribed by law,
responsible for any damage to any hose, coupling or any other
equipment damaged and any Court hearing such an offense may in
addition to any other penalty order that person to pay for such
damages.
e)
Any person may, with the consent of the building inspector, cross a
sidewalk or shared path with a vehicle at a point other than a regular
crossing, but such permit shall only be granted on condition that the
applicant cover such sidewalk or shared path with planking at least four (4)
cm in thickness, securely fastened or tapered or beveled off at the ends so
as not to be an obstruction to the pedestrians, and construct across the
drain gutter or water course opposite the proposed crossing, a good and
sufficient bridge, planks, or other proper and sufficient material so
constructed as not to obstruct said drain gutter or water course.
f)
PARADES
(1)
Any group of pedestrians marching, running or walking on the street
and numbering ten (10) or more, and any group of vehicles
numbering five (5) or more and proceeding under a common
leadership shall be deemed a parade. Funeral processions,
emergency vehicles, and militia are exempt.
(2)
No parade shall be held without first obtaining a permit from the City
who shall designate or approve the hour and the route of the
parade.
(3)
No driver of a vehicle nor any pedestrian shall drive, ride or walk
through a military, or other parade or procession or in any way
obstruct or interfere with it.
(4)
The City Manager is authorized to approve temporary street closure
for the purpose of parades and issue parade permits in accordance
with the City's Temporary Street Use Policy.
g)
No person shall by means of the horn, engine, exhaust system, braking
system, tires making contact with the roadway or otherwise, create or
cause the emission of any loud and unnecessary noise from the motor
vehicle, any part thereof, or anything that the motor vehicle or a part thereof
comes into contact with.
PART IV - PENALTIES AND ENFORCEMENT
23.
PENALTY
a) Any person who contravenes any provision of this Bylaw is guilty of an offence.
The penalty for breach of any provision of this bylaw shall be the amount
set out in Appendix 9.
(b)
A person guilty of a contravention of any provision of this Bylaw for which
no penalty is specified, either in this Bylaw or in The Traffic Safety Act or
any other Act, shall be liable on summary conviction to a penalty of not
more than:
(1)
two thousand ($2,000.00) dollars in the case of an individual; and
(2)
five thousand ($5,000.00) dollars in the case of a corporation.
c)
The Court may, in default of payment by an individual, order imprisonment
for a term of not more than one year.
d)
In every prosecution for breach of this bylaw the owner of any motor or
other vehicle in respect of which the breach was committed shall be liable,
as well as the person who committed the breach, unless the owner proves

to the satisfaction of the Provincial Court Judge trying the case that at the
time of the breach the motor or other vehicle had been stolen from him or
taken, without his consent, expressed or implied, out of his possession or
out of the possession of a person entrusted by him with the care thereof.
24.
PROCEDURE FOR NOTICES OF VIOLATION
a)
Where a person commits or is alleged to have committed an offence for
which a fixed penalty is listed in Appendix 9, a police officer, a peace officer,
a bylaw enforcement officer designated by the City of Meadow Lake or the
Fire Chief of the City of Meadow Lake shall give to such person or attach
to that person's vehicle in such a manner that is visible to the operator of
the vehicle, a Bylaw Violation Notice.
b)
When a Peace Officer issues a Summary Offence Ticket for a violation of
any provision of this Bylaw specified in Appendix 9 to this Bylaw, that Peace
Officer may enter upon the ticket an amount as prescribed in the Schedule
that the Provincial Court will accept as advance voluntary payment.
c)
A person to whom a Summary Offence Ticket has been issued may pay
the penalty for the offence indicated on the ticket in accordance with the
directions on the Summary Offence Ticket. A person to whom a Bylaw
Violation Notice has been issued may pay the penalty for the offence
indicated on the ticket in accordance with the directions on the Bylaw
Violation Notice.
d)
If payment of the penalty is made within 30 calendar days or where the
penalty is mailed and postmarked by Canada Post within 30 calendar days
of the date of the Notice of Violation, then:
(1)
the operator or owner of the vehicle shall not be liable to prosecution
for the violation indicated on the Bylaw Violation Notice;
(2)
if no Discounted Penalty is indicated for the offence, the amount of
the penalty shall be the amount shown in Column A of Appendix 9.
(3)
If a Discounted Penalty exists for the violation under Column B of
Appendix 9, the person may make a payment equal to that amount
within 96 hours of the Bylaw Violation Notice.
e)
Where a receipt is required, payment of the penalty shall be made to the
cashier in City Hall during regular office hours, or alternatively, where no
receipt is required, payment may be made by mailing the exact amount of
the penalty to City Hall, Box 610, Meadow Lake, SK S9X 1Y5.
f)
If payment is not received within 30 calendar days of the date of the offence,
an Information may be laid and a Summons issued. Thereafter, voluntary
payment may be made before the returnable date of the Summons to the
City. The amount payable in this case shall be the specified penalty sum
as set out in Appendix 10 of this Bylaw. If the payment is received at City
Hall prior to the returnable date of the summons, the person charged shall
not be subject to further court action.
g)
If payment of the amount specified on the Summons is not made on or
before the date indicated on the Summons, the person to whom the
Summons has been issued shall be liable to prosecution of the alleged
contravention of the Bylaw.
h)
Nothing in this section shall be construed to prevent any person from
exercising his or her right to defend a charge of contravention of any
provision of this Bylaw.
25.
DEFAULT CONVICTION:
a)
Proceedings pursuant to this Bylaw may be commenced by using a
summons.
b)
A summons issued pursuant to this bylaw is required to include the
following:
(1)
particulars of the offence;
(2)
an indication of how the vehicle owner may respond to the
summons; and
(3)
an indication that the vehicle owner may be convicted in his or her

absence, without a hearing, if he or she fails to respond to the
summons by the date set out on the summons.
c)
The summons may be served by ordinary mail to the vehicle owner's
address as shown on the records of the Administrator as defined in The
Traffic Safety Act.
d)
Subject to subsection e) the vehicle owner shall appear, either personally
or by an agent, before a justice on the court appearance date and at the
place stated on the summons to answer the summons, to enter a plea and
in the case of a plea of not guilty, to obtain a date for trial.
e)
A vehicle owner is not required to appear before a justice on the Court
appearance date to answer the summons if:
(1)
the bylaw authorizes a voluntary payment of a specified penalty
sum to be made for the offence;
(2)
the summons states that the vehicle owner may make the voluntary
payment; and
(3)
the vehicle owner pays the specified penalty sum before the court
appearance date.
f)
A vehicle owner is deemed not to wish to dispute the charge if:
(1)
the vehicle owner has been served with a summons and has not
responded in the manner provided for in the summons;
(2)
the vehicle owner pleads not guilty to the offence but fails to appear
in court in person or by an agent on the trial date; or
(3)
the vehicle owner obtains an adjournment of the proceedings but
fails to appear in court in person or by an agent on the adjournment
date.
g)
In the circumstances described in subsection f) a justice shall examine:
(1)
the summons;
(2)
proof of service of the summons; and
(3)
proof with respect to the ownership of the vehicle
And if satisfied that the summons, the proof of service and proof with
respect to the ownership of the vehicle is complete and regular, the justice
may, without a hearing, enter a conviction in the vehicle owner's absence
and impose the specified penalty sum set out in the summons, if any, or
when the summons does not set out a specified penalty sum, shall impose
a fine.
h)
If the summons, the proof of service or proof with respect to ownership of
the vehicle is not complete and/or regular, the justice may:
(1)
quash the proceedings;
(2)
on application by the agent of the City of Meadow Lake, allow any
defects to be corrected, and without a hearing, enter a conviction in
the vehicle owner's absence and impose the specified penalty sum
set out in the summons, if any, or when the summons does not set
out a specified penalty sum, shall impose a fine.
i)
If the vehicle owner is convicted in accordance with the provisions of
subsections g) or h), the City of Meadow Lake shall give the vehicle owner
written notice of the conviction, the amount of the fine imposed, and the
time allowed for payment of the fine. This notice is to be served either
personally upon the vehicle owner or by ordinary mail.
j)
Within one year from the date of the alleged offence, if not more than 30
days have elapsed since notice of the conviction has been served upon the
vehicle owner, the vehicle owner may appear in person or by agent before
a justice to request a hearing on the grounds that the vehicle owner did not

have an opportunity to dispute the charge or to appear in person or by
agent at the trial date.
k)
If a vehicle owner makes an appearance pursuant to subsection j), the
justice shall, if the justice is satisfied after hearing any evidence of the
vehicle owner that the vehicle owner did not have an opportunity to dispute
the charge or appear in person or by agent at the trial and that it would be
equitable to do so:
(1)
set aside the conviction; or
(2)
either give the vehicle owner notice of a trial date or enter a
conviction and after hearing any submissions with respect to
penalty impose a fine equal to the specified penalty sum if any, or
such other fine as permitted by law.
l)
The City of Meadow Lake may apply to a justice to request that the
conviction of a vehicle owner be set aside if the vehicle owner was
convicted of an offence pursuant to this section as a result of an error made
by the City of Meadow Lake. If a conviction is set aside, the City of Meadow
Lake shall notify the vehicle owner of that fact by serving notice upon the
vehicle owner either personally or by ordinary mail.
26.
CANCELLATION OF TICKETS
A bylaw enforcement officer designated by the City of Meadow Lake, peace officer
or the City Manager may, at their discretion, cancel any parking violation as set out
in Appendix 9 where that parking ticket was issued improperly or in error.
27.
IMPOUNDING
a)
A police officer, bylaw enforcement officer designated by the City of
Meadow Lake, Public Works Manager, or any other person authorized by
the City Manager may move or remove, or cause to be moved or removed,
any vehicle that is unlawfully parked, placed, left or kept on any public
highway, public parking place, other public place or municipally owned
property.
b)
A bylaw enforcement officer designated by the City of Meadow Lake, peace
officer or City Manager of the City of Meadow Lake shall have the right to
impound any vehicle, providing that:
(1)
the owner of the vehicle owes three or more outstanding fines to the
municipality for parking offences;
(2)
the period for appealing against the imposition and amount of those
fines has expired;
(3)
at least two notices have been sent at least one week apart,
notifying the owner that the fines are outstanding; and
(4)
a justice having been satisfied by evidence provided by way of oath,
affidavit, or statutory declaration of the existence of the facts
mentioned in clauses (1) to (3) has issued an order authorizing the
removal or impoundment.
c)
Any vehicle removed pursuant to subsections a) or b):
(1)
Shall be impounded and stored at a site designated by the seizing
officer, at the cost of the owner for a period of thirty (30) days after
the date of removal of the vehicle unless the costs of removal,
impoundment and storage and any outstanding fines are sooner
paid.
(2)
Shall be released to the owner on payment of the cost of removal,
impoundment and storage, and any outstanding fines within thirty
(30) days after the date of the removal of the vehicle.
d)
If the costs of removal, impounding and storage are not paid within the
period of thirty days as specified in subsection c), the municipality shall
have the right to recover same, including the actual cost of advertising, from
the owner of the vehicle by:
(1)
legal action in a court of competent jurisdiction;

(2)
sale by public auction on publication of a notice designating the time
and place of sale at least ten days prior to the sale in a newspaper
circulating in the municipality and on sending such notice by
registered mail to the owner at the address appearing on the last
registration of the vehicle; or
(3)
sale by sealed tender, with the public notice being advertised in the
local newspaper, identifying the vehicle to be tendered and the
deadline for tenders to be received.
(4)
After all fees, levies and fines are paid from the sale of the vehicle,
the remaining funds shall be returned to the owner.
(5)
Where the vehicle cannot be disposed of by public auction or
tender, it may be disposed of through private sale.
PART V - GENERAL
28.
SEVERABILITY
If any section, subsection, sentence, clause, phrase or other portion of this Bylaw
is for any reason held invalid or unconstitutional by any Court of competent
jurisdiction, that portion shall be deemed a separate, distinct and independent
provision and the holding of the Court shall not affect the validity of the remaining
portions of the Bylaw.
29.
Bylaws No. 6/2012, 9/2012, 3/2013, 15/2013, 19/2013, and 4/2014 are hereby
repealed.
30.
This Bylaw shall come into force on the date of final passage.

bridge or culvert planks or timbers of not less than 5 cm in thickness or less than
4 metres in length, such planks or timbers to be laid lengthwise across the bridge
or culvert in the direction in which the lug vehicle is proceeding in such manner
that they will support the wheels or tread of the lug vehicle on both sides thereof
throughout its entire passage over such bridge or culvert.
(3)
I will pay for all damages caused to such highway or to any bridge or culvert
