## CITY OF MELVILLE BYLAW NO. 16/2024
## THE SEWER SERVICE CHARGE BYLAW
*Including amendments from Bylaw No. 01/2025
WHEREAS it is deemed necessary that the properties or premises drained, or required by bylaw to be drained, into a sewer of the said City shall be charged a reasonable rent or service charge for use of the said sewer;
AND WHEREAS the Council may by bylaw regulate the times when and the manner in which the rent is to be paid;
AND WHEREAS the Council may by bylaw regulate the charges for residential septic waste discharge into the City of Melville Sewage Lagoon;
NOW THEREFORE, the Council of the City of Melville in the Province of Saskatchewan enacts as follows:
- Persons who own or occupy premises drained or required by bylaw to be drained into the sewer shall pay for such service, a monthly rent or service charge which shall be based on the value of the water consumed in a month as set out by the City of Melville Bylaw passed for this purpose.
2. The said charge shall be Fifty Eight Percent (58.0%) of the said value of water used and shall be subject to a basic monthly charge of Sixteen Dollars $16.80 for each sewer connection and shall apply to all types of users of the sewer service.
3. The rent or service charge hereby imposed shall be charged monthly and shall be paid at the City General Office when billed on the water service accounts of the City. The charge shall be due and payable in the same manner as that set out for the collection of water accounts.
## 4. RESIDENTIAL SEPTIC WASTE DISCHARGE FEES AT THE LAGOON

| All Septic haulers are required to pay a yearly usage fee for access and use of the City of Melville Lagoon. Upon payment, septic hauling companies will receive a key fob to access the Lagoon. | $2500 |

5. All septic haulers will be required to fill out a logbook and present it to the City upon request and or annually to show where the residential septic material is coming from. Failure to do so may result in the septic hauler being refused access to the City septic receiving facility.
6. Those utilizing the lagoon septic dumping service on a single use basis, will pay the single use fee prior to obtaining a key. The key must be returned the same business day each use.
- a. Septic haulers utilizing the yearly dumping service will receive a key fob once the payment has been made in full.
## 7. REPEAL BYLAW
Bylaw No. 13/2023 is hereby repealed.
## 8. COMING INTO FORCE
This Bylaw shall come into force and take effect on and after the 1st day of January, 2025.
