CITY OF NORTH BATTLEFORD
SASKATCHEWAN
BYLAW NO. 2088
A BYLAW OF THE CITY OF NORTH BATTLEFORD IN THE
PROVINCE OF SASKATCHEWAN FOR THE EMERGENCY
CONSERVATION OF WATER IN THE CITY OF NORTH
BATTLEFORD.
WHEREAS the Council of the City of North Battleford may deem it necessary to declare a
water emergency and to implement mandatory water conservation measures targeting
non-essential uses; and
WHEREAS these mandatory water conservation measures may also be implemented
when the Province of Saskatchewan has declared a state of emergency; and
WHEREAS a fine may be issued in violation of the water conservation measures outlined
in this Bylaw;
NOW THEREFORE the Council of the City of North Battleford in open meeting assembled
enacts as follows:
SHORT TITLE:
1.
This Bylaw may be cited as "Emergency Water Conservation Bylaw".
PURPOSE:

The purpose of this Bylaw is:
(a)
to ensure that the health and safety needs of the community are met during
times of an emergency.
(b)
to prohibit or restrict certain non-essential uses of water in order to ensure
sufficient water is available to meet basic needs such as cooking, cleaning,
bathing, toilet flushing, and to maintain sufficient water flows for fire protection.
(c)
to minimize water consumption for daily use as identified above in subsection
(b).
DEFINITIONS:
3. In this Bylaw:

"Bylaw Manager" means the person appointed to administer and oversee bylaw
enforcement for the City.
"Bylaw Enforcement Officer" means the officer appointed by the Bylaw Manager.
"City" means the City of North Battleford.
"City Manager" means the person appointed as the administrative head of the City
by Council.
"City Water" means potable water supplied by the City's Water Treatment Plants or
Reservoirs.
"Conservation" means the careful utilization in order to prevent depletion.
"Conservation Measure" means any act to reduce the utilization of water.
"Council" means the elected Mayor and Councillors of the City of North Battleford.
"Minimize" means to reduce water consumption to the lowest level possible.
AUTHORITY:

The City Manager is hereby authorized to:
(a)
administer the Bylaw;
(b)
immediately declare any conservation measures as identified in this Bylaw; and
(c)
provide approval for any exemption to any of the conservation measures
identified in this Bylaw.
5.
Enforcement of this Bylaw is hereby delegated to the Bylaw Manager for the City.
6.
The Bylaw Manager for the City is hereby authorized to further delegate the
administration and enforcement of this Bylaw to a Bylaw Enforcement Officer(s).
PROHIBITION:
7.
Conservation Measures that may be declared:
(a)
Closure of Car Washes
(b)
Closure of Laundromats
(c)
Closure of the City's Municipal Water Crane

(d)
Prohibition of all outdoor irrigation, except for areas using reclaimed water
(e)
Washing of sidewalks, driveways, garage floors, tennis courts, patios, and other
paved areas or building exteriors and exterior windows
(f)
Outdoor use of water-based play apparatus
(g)
Restaurants and other food service establishments serving municipal potable
water to customers, except upon request
(h)
Operation of outdoor misting systems used to cool areas
(i)
Filling of swimming pools, hot tubs, fountain spas, or other outdoor water
features
(j)
Washing of automobiles, trucks, trailers, recreational and other vehicles
(k)
Watering of lawns and gardens, trees and ornamental plants
(l)
Water for construction purposes, such as grading and compacting
(m) Any other use of water deemed non-essential and determined to be an act of a
general waste of water
ENFORCEMENT AND PENALTIES:

A Person who violates any section of this Bylaw is guilty of an offence and will be
fined as follows:
(a)
First offence -
$ 500.00
(b)
Second offence -
$1,000.00
(c)
Third and subsequent offence -
$2,500.00
COMING INTO FORCE:
9. This Bylaw shall come into force and take effect on the date of the final passing
thereof.
