2. In this Bylaw:
2. "COUNCIL" shall refer to the Council of the Town of Outlook.
3. "MUNICIPALITY" shall refer to the Town of Outlook.
4. "MUNICIPAL BOUNDARY" shall refer to any property located within the Town of Outlook.
5. "UTILITY CONNECTION" shall refer to any residential, commercial, industrial, or not otherwise specified property where water and/or sewer services are supplied.
## PART I - PURPOSE
3. The purpose of the Bylaw is to establish utility rates for provision of water and wastewater infrastructure, water and collection of waste water by the Municipality. Infrastructure charges, water and sewer rates and surcharges shall be regularly reviewed by Council as required to ensure that water and wastewater utilities are self-sustained at least once per Council term.
## PART IV - WATER CONSUMPTION AND INFRASTRUCTURE RATES
4. The charges to be paid by the water consumer whose water service has been turned on shall be those set out in Schedule "A" attached hereto; provided, however, that the minimum shall be payable in very case whether or not any water is consume

Subject to the approval of Council, a one-time connection fee relating to water services may be assessed by the Municipality for new connections inside and outside of the Municipal Boundary based upon the cost of construction, replacement value of infrastructure capacity and any other infrastructure requirements as set out in the Water and Sewer Administration Bylaw.
## PART V - SEWER USE AND INFRASTRUCTURE RATES
7. Persons who own or occupy premises drained or that are by bylaw required to be drained into the sewer shall pay for such services a rental rate or service charge in accordance with Schedule "B"

9. Subject to the approval of Council, a one-time connection fee relating to sewer services may be assessed by the Municipality for new connections inside and outside of the Municipal Boundary based upon the cost of construction, replacement value of infrastructure capacity and any other infrastructure requirements as set out in the Water and Sewer Administration Bylaw and Policy of the Town of Outlook that may be amended from time-to-time..
## PART VI - MONTHLY BILLING
10. Accounts for water service and/or sewer service (including the relating infrastructure fees) shall cover a period of one month, and shall be rendered on or before the 1" day of the month nex following such period. Accounts shall be paid within a period of thirty (30) days from the date or

## A BYLAW OF THE TOWN OF OUTLOOK TO ESTABLISH WATER AND SEWER UTILITY RATES AND RESERVES
The Council of the Town of Outlook, in the Province of Saskatchewan, enacts as follows:
## Part I - SHORT TITLE
1. This Bylaw may be cited as the Town of Outlook Utility Rates Bylaw.

## PART VIII - RESERVES
11. The Town of Outlook will annually set aside in the Utility Services Reserve Fund reserves for sewer and water as follows:

## PART VIII - REPEAL PREVIOUS BYLAW
13. Bylaws No. 01(2022) and 09(2019) is hereby repealed.
## PART IX - COMING INTO FORCE
14. The rates and charges contained in this bylaw shall come into force and take effect on the day of approval being issued by the Saskatchewan Municipal Board.

## 1. MONTHLY WATER RATES:

In the case where water is supplied to customers of the Eastside Public Utility, a thirty-five percent (35%) Surcharge shall be added in each instance to the monthly billings to assist the Municipality in the maintenance and operation of the water facilities.
## 4. MONTHLY WATER INFRASTRUCTURE FEE:
- 1 55.00 per connection within the municipal boundary with the following exceptions:
- ili. Multi Residential Buildings with more than 4 units
- Utility Connections outside the Municipal Boundary will be subject to a $42.00 infrastructure fee per connection,
- iv. In these cases only, customers will be charged the monthly water infrastructure at a rate of $5 per unit minimum monthly infrastructure fee charged of $50
- In the case of Rudy Landing customers an additional $3.00 surcharge will be added in each instance to the monthly billings to assist the partner municipality in the replacement, maintenance and operation of the rural water facilities as they see fit.

## MONTHLY SEWER SERVICE RATES EFFECTIVE JULY 1, 2023:
## 1. MONTHLY SEWER RATES
Residential - 40% of water charges for the month with the following exceptions: Commercial - 55% of water charges for the month with the following exceptions:
- Hospitals & Nursing Homes
- Clinics
- Schools
- Hotels
- Multi Residential Buildings with more than 4 units In these cases only, customers will be charged 75% of water charges as high volume users
## 2. MONTHLY SEWER INFRASTRUCTURE FEE
- a. $5.00 per connection within the municipal boundary with the following exceptions:
