Seal SASKATCHEI AN ## VILLAGE OF PANGMAN BYLAW NO 08/15 ## A BYLAW TO ALLOW FOR THE AUTHORITY FOR COLLECTION OF DEPOSITS AND CONNECTION FEES FOR WATER AND SEWER ACCOUNTS The Council of the Village of Pangman in the Province of Saskatchewan enacts as follows: 1. In this bylaw, including this section: - a) "Municipality" means the Village of Pangman - b) "Clerk: means the clerk of the municipality - c) "Occupant or tenant" means a person other than the owner who resides in an improvement owned by another person; - d) "Owner" means a person who has any right, title, estate or interest in land or improvements other than that of a mere occupant, tenant or mortgage. 2. Persons who wish to subscribe to Village of Pangman Water and Sewer Utilities shall pay a connection fee set out in Schedule "A" and prepay a refundable deposit to the Clerk of the municipality in accordance with those rates set out in Schedule "B" prior to the connection of utility services. 3. The Clerk shall deposit the funds received in trust until such time a refund is payable or in the case of an outstanding utility account apply it against the balance. 4. The Clerk shall refund the deposit held in trust to the Occupant/Tenant or Owner after such time that the Clerk has been notified of the disconnection and is satisfied that all utility accounts are paid in full. 5. The Clerk shall prepare a cheque payable to the registered Utility Subscriber and send it to the last known address of the Utility Subscriber. 6. Any occupant/tenant or owner who refuses to pay a deposit to the Municipality will not receive utility service until such sum is paid in full. 7.
