## TOWN OF RADISSON BYLAW NO. 2026-02 A Bylaw of the Town of Radisson to fix the rates for the use and consumption of water from the Municipality's waterworks system and to fix the rates for the use of the sewer and control and regulate the discharge of sewage into the Municipality's sewage system The Council of the Town of Radisson in the Province of Saskatchewan enacts as follows: 1. This Bylaw shall be cited as "Water &amp; Sewer Rate Bylaw". 2. In this bylaw, including this section: - a) "Municipality" means the Town of Radisson; - c) "Council" means the Council of the Town of Radisson. - b) "Clerk" means the Clerk/Administrator of the municipality; 3. Persons who want to be supplied with water from the Municipal system must make application to the clerk of the Municipality. 4. The municipality shall have the right to limit the amount of water furnished to any customer should circumstances seem to warrant such action. 5. The Town Foreman and/or municipal employee shall have the right to inspect from time to time all water meter installations. 6. No persons shall convey, sell, dispose of or give away or permit water to be carried or taken away or use it or supply it for the benefit of others. 7. No person shall discharge into any drain, sewer, or sewage system operated by the nunicipality of a harmiul matter, ninjurious to health, te orater, suly anato thin the er liquid or solid that any stream, watercourse, drain, sewer, sewage system or sewage treatment plant. 8. The service of any person who contravenes sections 6 or 7 of the bylaw shall be discontinued and a fine of $1250.00 shall be imposed for breach of bylaw. 9. Water meters shall be read as close to the last day of the month as possible during the months of March and September. 10. Accounts shall be paid in full within the month that it was rendered. A penalty of TWO POINT NINE (2.9%) percent shall be added to the monthly unpaid account. If any account remains in arrears at sixty-one days of the billing date, utility services will be discontinued. Once a utility service has been discontinued, services will not be resumed until all arrears and penalties have been paid together with a fee of $50.00 to cover the expenses of turning off the water and turning it on again. 11. If any rates, charges or rent owned by an owner of land or building is in arrears on December 31, that amount shall at the discretion of council be added to and thereby form part of the taxes on the land or buildings with respect to which the service was provided. 12. The charges to be paid by the water consumer whose water service has been turned on shall be those set out in Schedule "A" hereto attached and forming part of this bylaw; provided however that the minimum shall be payable in every case whether or not any water is consumed. 13. The infrastructure charge is to be paid by the water consumer whose water service has been turned on shall be those set out in Schedule "A" attached; provided, however, that the minimum shall be payable in every case whether or not any water is consumed. The infrastructure charge also will apply to all serviced, improved lots, whether or not the water is turned on. 3. "Serviced" lots are defined as a plot of land ready to build on which includes utility connections and access from a roadway. All connections are installed to the property line, at a minimum. - b) "Improved" lots are defined as any lot upon which is located, found, placed, or constructed any improvement. "Improvement" means all buildings or temporary structures suitable for residence, industry or commerce, where personal property has been incorporated into and becomes a permanent part of the real property, taking on an immovable character. 14. Persons who own or occupy premises drained or that are by bylaw required to be drained into the sewer shall pay for such services a rental rate or service charge in accordance with Schedule "B" hereto attached and forming a part of this bylaw. 15. Reconnection fees for reinstatement of services that have been cut off due to nonpayment or contravention of this bylaw shall be set by resolution of council. 16. Water and Sewer rates shall be billed out monthly. 17. THE rates, charges, tolls or rents contained in this bylaw shall come into force and take effect on the day of approval being issued by the Local Government Committee. 18.
