It represents proof, in absence of evidence to the contrary of: a) the original bylaw and of all bylaws amending it; and b) the fact of passage of the original and all amending bylaws. Office Consolidation 3 Bylaw 2022-52 AMENDMENTS DATE PASSED Bylaw No. 2025-69 November 19, 2025 Bylaw No. 2025-94 December 19, 2025 4 Bylaw 2022-52 BYLAW NO. 2022-52 THE REGINA LEISURE FEES BYLAW, 2022 _______________________________________ THE COUNCIL OF THE CITY OF REGINA ENACTS AS FOLLOWS: 1 The purpose of this Bylaw is to set out fees charged to users of City leisure facilities. 2 The authority for this Bylaw is section 8 of The Cities Act. 3 Subject to any discounts or fee waivers authorized by this or any other bylaw or by City Council or its authorized delegate, the fees charged to users of City leisure facilities are set out in the Schedules attached to this Bylaw. 3.1 The Director of Recreation and Cultural Services or designate is authorized to set registered recreation program fees such as for swimming lessons, art programs and other programs offered by the City 3.2 An online processing fee may be charged in relation to program registration in any amount per transaction provided that the fee amount is identified to the payor prior to completion of the payment transaction. (#2025-94, s. 4, 2025) 4 The Director of Recreation and Cultural Services, Director of Parks and Open Space Services or designate is authorized to approve and administer fee discounts on admissions and distribution of passes in connection with price promotions, community support, customer service, or other operational purpose. 4.1 The Director of Recreation and Cultural Services or designate is authorized to approve and administer fee discounts or waivers of facility rental fees for customer service, operational reasons, or in response to unforeseen or unique circumstances 5 The City Manager or designate is authorized to adopt or amend any policy in relation to or approve any contracts relevant to the City of Regina Employee Leisure Discount Program, including, but not limited to: making changes to the rate of discount or qualifying facilities, or extending the Program to employees of other City of Regina related entities. 5.1 The Director of Recreation and Cultural Services is authorized to adopt or amend any policy in relation to or approve any contracts relevant to the Attendant Admission Program unless such policy or amendment reduces the level of accessibility available at the time, which must be approved by City Council. 5 Bylaw 2022-52 6 The fees set out in this Bylaw shall not apply to the mâmawêyatitân centre. Fees for the mâmawêyatitân centre shall be set by the facility owners jointly. (#2025-69, ss. 4-7, 2025) 7 The fees set out in this Bylaw shall not apply to any eligible School Board user group which qualifies under a joint use agreement between the City and School Board for access without charge or at a different rate than set out in this Bylaw. 8 All fees are subject to taxes imposed by applicable law. 9 All fees are effective beginning on the dates stated in the applicable Schedules. 10 Schedules A and B of Bylaw 2011-67 are repealed effective January 1, 2023 11 Schedule I of Bylaw 2011-67 is repealed effective April 1, 2023. 12 Bylaw No. 2011-67, being The Community Services Fees Bylaw, 2011 is repealed effective September 1, 2023. 13 This Bylaw comes into force on January 1, 2023. According to the Joint Use Agreement between the City of Regina and the Regina Public and Regina Catholic School Divisions, the City will not charge an admission fee for School Use at City Joint Use Facilities when the booking occurs during school hours. In addition, the City will not charge a rental fee to the Regina High School Athletics Association for up to 375 hours of use outside of School Hours. 3. The Arena Activity Room rate charged to commercial users will be 1.5x the applicable private rate. 4. Rentals on statutory holidays will be charged 1.5x the applicable rate, excluding Community Associations, who may book public skate space for free events during statutory holidays. 5.
