BYLAW NO. 878-22
A BYLAW OF THE TOWN OF ROSETOWN TO FIX THE RATES TO BE CHARGED
FOR THE USE AND CONSUMPTION OF WATER AND TO FIX THE RATES TO BE
CHARGED BY WAY OF RENT OR SERVICE CHARGE FOR THE USE OF SEWER
COUNCIL of the Town of Rosetown, in the Province of Saskatchewan, enacts as follows:
1.
The charges to be paid by the water consumer whose water service has been
turned on shall be those set out in Schedule "A" attached; provided, however, that
the minimum shall be payable in every case whether or not any water is consumed.
2.
Persons who own or occupy premises drained or that are by bylaw required to be
drained into the sewer shall pay for such services a rental rate or service charge in
accordance with Schedule "B" attached.
3.
Billing Procedure
(a) The billing of residential water and sewer accounts shall be done bimonthly with
one half of the customers being billed one month and the other half the next
month. All charges will be made based on the actual bimonthly meter reading.
(b) The billing of commercial water and sewer accounts shall be done either monthly
or bimonthly at the discretion of the Utilities Clerk. All charges will be made
based on the actual monthly or bimonthly reading.
4. Payment Procedure
(a) All accounts shall be payable when they are rendered. The due date for services
rendered shall be the date as indicated on the invoice.
5. Non- Payment Procedure
(a) If an account is not paid in full by the due date as indicated on the invoice then
the next invoice showing the arrears will be stamped prior to being mailed, with a
past due notice and a date, no less than 14 days, in which the arrears must be
paid.
(b) At the expiration of the date on the stamped invoice, if no payment has been
received, the order for disconnection will be prepared by the Utilities Clerk and
issued to the Public Works Department. The Public Works Department will tag
the dwelling on the Monday prior to the first Wednesday following the expiration
of the 14 days, with the disconnection being done on the Wednesday.
Disconnections will be scheduled between 8:00 a.m. and 12 noon.
(c) The only method of stopping the stamped invoice or actual disconnection of the
water service is payment of the arrears in full.

(d) If any rate, charge, rent of fee remains unpaid on December 31 of the year in
which it becomes payable, the amount of the rate, charge, rent or fee shall be
added to and thereby form part of the taxes on the land or buildings with respect
to which the service was provided.
6.
A penalty of 2 per centum (2%) will be added to all water and sewer accounts
outstanding at the date of the next billing.
7. Bylaw No. 799-19 and any amending bylaws are hereby repealed, effective
December 31, 2022.
The rates, charges, tolls or rents contained in this bylaw shall come into force and take
effect on the 1st day of January, 2023 with approval being issued by the Local Government
Committee.

WATER RATES
SCHEDULE "A"
1. Monthly Water Rates:
a. For the period beginning on the 1st day of January, 2023 after
approval of the rate below by the Saskatchewan Municipal Board -
Local Government Committee:
i. The basic monthly charge to all users shall be Forty-One Dollars and
Seventy-Five Cents ($41.75).
ii. All water used shall be charged at $14.00 per 1,000 gallons.
b. For the period January 1 - December 31, 2024:
i. The basic monthly charge to all users shall be Forty-Two Dollars and
Seventy-Five Cents ($42.75).
ii. All water used shall be charged at $15.00 per 1,000 gallons.
c. For the period January 1 - December 31, 2025:
i. The basic monthly charge to all users shall be Forty-Three Dollars and
Seventy-Five Cents ($43.75)
ii. All water used shall be charged at $16.00 per 1,000 gallons.
2. Raw Water Rate:
For the period beginning on the 1st day of January, 2023 after approval of
the rate below by the Saskatchewan Municipal Board - Local Government
Committee the following fee structure shall be charged to the services
connected and where raw water is supplied:
January 1 - December 31, 2023
$2.25 per cubic meter
January 1 - December 31, 2024
$2.50 per cubic meter
January 1 - December 31, 2025
$2.75 per cubic meter
3. Coin Operated Bulk Water Rate:
For the period beginning on the 1st day of January, 2023 after approval of
the rate below by the Saskatchewan Municipal Board - Local Government
Committee the following fee structure shall be charged at the Water
Treatment Plant Truck Fill:
January 1 - December 31, 2023
$9.25 per cubic meter
January 1 - December 31, 2024
$9.50 per cubic meter
January 1 - December 31, 2025
$9.75 per cubic meter

SEWER RATES
SCHEDULE "B"
1. The said charge shall be Fifteen Percent (15%) of the said value of water used
and shall be subject to a basic monthly charge for each sewer connection which
shall apply to all types of users of the sewer service as follows:
a) For the period January 1 - December 31, 2023:
Sixteen Dollars ($16.00).
b) For the period January 1 - December 31, 2024:
Seventeen Dollars ($17.00)
c) For the period January 1 - December 31, 2025:
Eighteen Dollars ($18.00)
