1. In this Bylaw: - a) "Bi-monthly" shall refer to a two-month period; 3. "Council" shall refer to the Council of the R.M. of Eldon No. 471; - b) "Administrator" shall refer to the Administrative of the R.M. of Eldon No. 471; ## PART II - CONNECTIONS 2. All property owners desiring to be supplied with water by the Municipality shall make application to its officials. Each application shall be accompanied by a deposit in the sum of $100. 3. All property owners desiring to be disconnected from the Municipality's water service shall make application to its officials. Upon successful application, deposits shall be refunded less any amounts owing to the Municipality. ## PART III - WATER CONSUMPTION RATES 4. The water charges to be paid by the property owner shall be as set out in Schedule "A" attached. 5. The flat fee minimum charge is payable whether or not any water has been used. ## PART V - OTHER FEES 6. Every property owner shall pay an infrastructure fee in accordance with Schedule "B" attached. Infrastructure repair and capital purchase expenses for all infrastructure on R.M. of Eldon No. 471 property as well as the curb stop and water meter shall be paid by the R.M. of Eldon No. 471 using the collected infrastructure fees. All remaining infrastructure on private property is the responsibility of the property owner. ## PART VI - INVOICING AND PENALTIES 7. Accounts shall cover a bi-monthly period and shall be rendered on or before the first day of the month following such period. 8. Accounts shall be paid within 60 days of the date on which such accounts are rendered. 9. If an account is not paid within 60 days from the date on which such accounts are rendered, a 1.5% penalty per period will be charged to the account. 10. If an account is not paid within 90 days of the date on which such accounts are rendered, the water service may be shut off. When the water service is cut off, it shall not be turned on until all arrears have been paid, together with a fee of $100.00 to cover the expenses of turning off the water and turning it on again. 11. If a consumer's water supply is shut off for violation of the provisions of this Bylaw, the same shall not be turned on until all penalties, fees, rates, charges, and arrears, if any, have been paid. ## Rural Municipality of Eldon No. 471 ## BYLAW No. 7-2023 ## A BYLAW TO FIX RATES TO BE CHARGED FOR THE USE OF WATER ## PART I - DEFINITIONS ## PART VII - COMING INTO FORCE 12.
