## BYLAW NO. 14-2013
A BYLAW OF THE RURAL MUNICIPALITY OF EXCEL NO. 71 OF VICEROY, SK., TO FIX THE RATES TO BE CHARGED FOR THE USE AND CONSUMPTION OF WATER AND TO FIX THE RATES TO BE CHARGED BY WAY OF RENT OR SERVICE CHARGE FOR THE USE OF SEWER IN THE HAMLETS OF CRANE VALLEY, ORMISTON, AND VICEROY, SK.
COUNCIL of the Rural Municipality of Excel No. 71 of Viceroy in the Province of Saskatchewan, enacts as follows:
1. All persons desiring to be supplied with water from the Hamlet's water system shall make application to the R.M. of Excel No. 71. Each application shall be accompanied by the payment of a fee of $500 and shall be required to pay the actual cost of the water line hook-up and installation. In the event a person desired to disconnect from the Hamlet's system, the person shall be charged $500.00.
2. The charges to be paid by the water consumer whose water service has been turned on in
- a. the Hamlet of Crane Valley shall be those set out in Schedule "A" attached;
- C. the Hamlet of Viceroy shall be those set out in Schedule "C" attached;
- b. the Hamlet of Ormiston shall be those set out in Schedule "B" attached;
provided, however, that the minimum shall be payable in every case whether or not any water is consumed.
3. Persons who own or occupy premises drained or that are by bylaw required to be drained into the sewer shall pay for such services a rental rate or service charge in accordance with the following Schedules:
2. The Hamlet of Ormiston shall be those set out in Schedule "E" attached;
3. The Hamlet of Crane Valley shall be those set out in Schedule "D" attached;
4. the Hamlet of Viceroy shall bee those set out in Schedule "F" attached;
5. however, that the minimum shall be payable in every case whether or not any sewer service is utilized.
4. Accounts for water service and / or sewer service shall cover a period of twelve successive months, charging for a minimum of three successive months with each billing, unless otherwise specified on Schedule "A" , Schedule "B", ', Schedule "C" Schedule "D", Schedule "E" and Schedule "F" and shall be rendered on or before the first day of the month next following such period. Accounts shall be paid within a period of thirty days from the date on which such accounts are rendered. If an account is not paid within the period of thirty days, the water service may be cut off. When the water service is cut off for non-payment of charges, it shall not be turned on until all arrears and penalties have been paid, together with a fee of $25.00 to cover the expenses of turning off the water and a fee of $25.00 for turning it on again; provided that if it is required to turn on the water service outside the employees' regular working hours, the fee shall be $100.00 for reconnection.
5. Should water be turned off because of non-payment of charges and the municipality determines a curb stop is missing at that particular water connection, a charge of $500 shall be made for the shut-off. At which time the water line shall be dug up to cut the water off and a curb stop will be installed to permit the future turning on and off of the water. The aforementioned charge of $500.00 shall be paid for subsequently turning the water back on.
6. The Municipality shall have the right to ration or limit the amount of water furnished to any, and or all, consumers should circumstances seem to warrant such action.
7. If at the end of the fiscal year, a bill is still outstanding it will be added to and thereby form a part of the taxes on the land or buildings of the registered owner and the Municipality's Bylaw to Establish Property Tax Incentives and Penalties on tax arrears
will apply.
8. Bylaws No. 08-1, 12-2 and 08-3 are repealed.
The rates, charges, tolls or rents contained in this bylaw shall come into force and take effect on the day of approval being issued by the Saskatchewan Municipal Board.
