## Dog Control ## THE RURAL MUNICIPALITY OF ROSEMOUNT NO. 378 BYLAW NO. 4 - 2008 ## A BYLAW TO LICENSE AND PROHIBIT DOGS RUNNING AT LARGE. The Council of the Rural Municipality of Rosemount No. 378 in the Province of Saskatchewan enacts as follows: 1. This bylaw may be referenced as the "Dog Control Bylaw" 2. For the purpose of this bylaw, the expression: 3. (a) "administrator" shall mean the administrator of the municipality; 4. (c) "council" shall mean the council of the municipality; 5. (b) "Bylaw Enforcement Officer" shall mean the person appointed as Bylaw Enforcement Officer by the council of the municipality; 6. (d) "designated officer" shall mean that person designated by the council of the municipality; 7. (g) "running at large" shall mean, with respect to a dog, not being on the premises of its owner, possessor or harbourer or on other land with permission of the owner or occupier of the same and is not under control by being tied or secured to a leash or chain or other similar restraining device not exceeding two meters in length or being fenced in. - (0) "dog" shall mean members of the canis genus species "municipality" shall mean the Rural Municipality of Rosemount No. 378, within the boundaries of Cando; 3. Every person in the municipality who owns, possesses or harbours a dog over six months old shall obtain a license from the administrator. 4. The license shall be in effect from January 1 to December 31 of a calendar year and shall be obtained on or before January 31, or within 30 days of taking possession of the dog. 11. (a) The license fee shall be according to a schedule attached as "Appendix A" 12. (b) A sum payable for a license required after June 30th shall be \_50% of the charge for a full year. 5. Every person to whom a license has been issued under this bylaw shall cause his or her dog to wear a collar to which shall be attached the license tag issued by the municipality pursuant to this bylaw. 6. A person residing in the municipality, who owns, possesses or harbours an animal mentioned in this bylaw, and neglects or refuses to take out a license therefore shall be deemed guilty of an infraction of this bylaw. 7. No dog shall run at large in the municipality. 8. A person who owns, possesses or harbours a dog found running at large shall be deemed guilty of an infraction of this bylaw. 9. Any person may inform the Council or Administrator of any dog found running at large contrary to the provisions of this bylaw. Upon receipt of the first complaint, the Councillor or Administrator will attempt to contact the owner of the said dog, i peded is invite la coatine do ce contacted direct wil ner s property. The designated Bylaw Enforcement Officer or person designated by the Council or Administrator may humanely destroy any dog which has been at large and has not been reclaimed by its owner within 48 hours of the owner being notified, or has been determined to have no owner. 11. As per Section 379 of The Municipalities Ac, t the designated Bylaw Enforcement Officer or person designated by the Council or Administrator may humanely destroy any dog which has been declared a dangerous animal in accordance with Section 375 (1), (2) and (3) of The Municipalities Act. 12.
