## BYLAW NO. 4/19
## A BYLAW TO FIX THE RATES TO BE CHARGED IN CONNECTION TO THE WATER AND SEWER SYSTEMS IN THE HAMLET OF PALMER
The Council of the Rural Municipality of Sutton No. 103, in the Province of Saskatchewan, enacts as follows:
1. This Bylaw may also be known as the "Palmer Water and Sewer Rates Bylaw."
2. The charges to be paid by persons who own or occupy premises for which water service has been turned on shall be those set out in Schedule "A" attached.
3. Persons who own or occupy premises drained into the sewer shall receive such services at no extra charge.
4. The "Base Rate" set out in Schedule "A" shall be payable in every case, whether or not any water is consumed.
5. A meter deposit shall be paid prior to having water service turned on, as set out in Schedule "A." For existing customers at the time of the passing of this bylaw, a meter deposit shall be charged on the first bill following the installation of same. A meter deposit shall be refundable only if, upon termination of services, the meter and equipment are not damaged.
6. The billing period for water and sewer service shall cover a period of three (3) successive months, and water meters shall be read at the end of each quarter.
7. Billing for stub periods shall be pro-rated based on the charges applied and gallons of water permitted for a full period.
8. Accounts shall be paid within thirty (30) days from the billing date. If an account remains unpaid after thirty (30) days from the billing date, that account shall be considered in arrears.
9. A penalty of 2% per month, compounding monthly, shall be added to all water and sewer accounts in arrears.
10. In the event that the water supply is disconnected for infringement of the provisions of this bylaw, reconnection will occur ONLY once all penalties, fees, and/or charges in arrears have been paid in full.

12. Bulk quantities of water may be purchased by using the coin meter at the Palmer pump house, as per the rate set out in Schedule "A".
13. For the purpose of maintaining water supply levels at the source, temporary measures may be implemented when water levels are deemed insufficient for sustainability.
14. Bylaw No. 3/12 is hereby repealed.
15. This bylaw shall come into force and take effect commencing with the billing period following the date of final approval issued by the Local Government Committee.
