Bylaw 2002-8 Amendment That Bylaw 2002-8 have an amendment added as follows: 8. That any pet that leaves the private property of its owner shall be confined by a leash that does not exceed 3 meters. 9. That the owner of any pet is responsible to pickup any feces left on any property other than that of the owner. 10. Failure to comply with Section 8 and 9 shall result in a fine of $100.00 per offense. Dated this 24h of October, 2006. <!-- image --> dom brimble Mayor unistrato anto Scharpe <!-- image --> ## BYLAW 2002 - 8 VILLAGE OF VIBANK ABYLAWTO LICENSE AND REGULATE THE RUNNING AT LARGE OF DOMESTICATED ANIMALS The Council for the Village of Vibank in the Province of Saskatchewan, enacts as follows: 1. For the purpose of this Bylaw the expression: 2. a). "Domesticated animal" shall mean all dogs, cats, and all other animals owned by any other person, 3. b). "Municipality" shall mean the Village of Vibank. 4. c). "Running at large" shall mean when the domesticated animal is beyond the boundaries of the land occupied by the owner, possessor, or harbourer of the said domesticated animal, or beyond the boundaries of any lands where it may be with the permission of the owner or occupant of the said land and when it is not under control by being; 5. c.1.) direct and continuous charge of a person competent to control it; or 6. C.2.) Securely confined within an enclosure; or 7. C.3) securely fastened so that it cannot roam at will. 2. No domesticated animal shall run at large in the Municipality. Each animal must be licensed each year at the cost of $5.00 per animal and must be wearing a tag provided by the Village at all times. 3. A person who owns, possesses or harbors a domesticated animal found running at large shall be deemed guilty of an infraction of this bylaw. 4. Any person may take any domesticated animal found running at large contrary to the provisions of this Bylaw to the municipal pound where it shall be kept for 3 days unless the owner, possessor or harbourer redeems the domesticated animal by paying the treasurer the sum of $5.00 for each day impounded, and the sum of $5.00 per day of the care and keep of each domesticated animal. 5. A.) The Village of Vibank may sell any domesticated animal which is not redeemed within three days. 12. B.) The Village of Vibank, or at his request, any other persori, may destroy any domesticated animal which has not been redeemed within four days. 6. A) A person who contravenes any of the provisions of Section 3 of this Bylaw, shall be guilty of an offense and liable: - i) Upon conviction of a fine of $50.00 for licensed or $100.00 for unlicensed animals for the first offense double the fee for each offense thereafter for the impoundment of the same animal. - B) No domesticated animal shall be released by the Village until all fines and impoundment fees have been paid by the owner, possessor or harbourer of the domesticated animal to the Administrator at the Village Office or the Maintenance Person. - C) All animals must be ou a leash when being walked on public property. - D) A violator of this Bylaw, upon being served with a Notice of Violation may during office hours voluntarily pay the penalty at the Municipal Office or the Maintenance Office and upon payment as so provided, that person shall not be liable to prosecution of the offense. 18. 'E) The Notice of Violation shall be in Form 1 attached to and forming part of this Bylaw. 7. Bylaw 92-4 has been repealed upon the passing of this Bylaw.
