CITY OF WARMAN
BYLAW 2025-11
A BYLAW OF THE CITY OF WARMAN IN THE PROVINCE OF SASKATCHEWAN TO REGULATE SNOW
REMOVAL FROM STREETS AND SIDEWALKS
WHEREAS Section 8 of The Cities Act provides, in part, as follows:
"8(1) A city has a general power to pass any bylaws for city purposes that is considers
expedient in relation to the following matters respecting the City:
(b) the safety, health and welfare of people and the protection of people and property;
[and]
(g) streets including temporary and permanent openings and closings."
NOW THEREFORE, the Council of the City of Warman, in the province of Saskatchewan enacts as
follows:
1.
Short Title
1.1
This Bylaw may be cited as "The Snow Removal Bylaw."
2.
Definitions
2.1
In this Bylaw:
(a)
"City" means the City of Warman
(b)
"Occupant/Owner" shall have the meaning given thereto by The Cities Act.
(c)
"Lane" refers to the alleys highlighted in purple on Schedule "A" identified
where primary access for the majority of the block is via the back alley.
(d)
"Major Snow Event" is identified as a snowfall greater than twenty-five
centimeters (25 cm) and/or declared by the Director of Infrastructure and
the City Manager.
(e)
"Priority 1 Arterial Street" is defined as a high-capacity street which
serves to deliver traffic from collector streets to highways and between
major urban centers (RCMP, Fire Department, Education and Health).
(f)
"Priority 2 Collector Street" is defined as a low-to-moderate-capacity
street which serves to move traffic from local streets to arterial streets.
Unlike arterials, collector streets are designed to provide access to
residential local streets.

sidewalks, an effort will be made to deposit the windrow to one side
to keep sidewalks clear on the opposite side as per the sidewalk
snow removal route. In some cases, snow will be ridged to the
center of the street for removal, similar to the Priority 1 routes, and
will be removed within three (3) days, or as soon as practical after
creating the ridge.

(a)
For the remaining residential and business street routes not in Priority 1 and
2, snow clearing is to maintain a drivable and snow packed surface.
Between winter storm events, periodically and as required, the compacted
street surface in residential areas will be lightly graded and pushed to the
gutter to reduce and flatten ruts and to minimize the size of gutter windrows,
in an effort to maintain the drivability and parking as per the standard. In
residential areas, once the snowpack has reached a depth of approximately
four inches (4") (as determined by the Director of Infrastructure), snow will
be center ridged and hauled away within three (3) days, or as soon as
practical.
(b)
Depending on the amount of time between large snow events and if Priority
1 and 2 roads are complete, City crews will continue working in residential
and commercial areas. This may include moving snow from ruts to a
windrow along the gutter or center ridging the snow for haul out before a
compacted thickness of four inches (4").
(c)
Residential/Commercial snow clearing will be scheduled according to the
garbage/recycling collection routes as bins hinder the snow removal
process.

(a)
Provided that resources are available, the City will clear snow in a timely
manner from alleys/lanes in the Central Street Business District, followed
by alleys/lanes where residential properties have a straight curb sidewalk
and no driveway, as indicated by the purple highlighted lanes, as shown on
Schedule "A". These residential properties with an alley/lane accessible
garage, will only have the alley/lanes cleared if there is time permitting, and
as deemed necessary by the Director of Infrastructure and City Manager.
The City may enter into agreements with private land owners to clear alleys
on City property where access is required to the private development.

8.2
The City will remove snow in the most efficient manner; however, it is at the
discretion of the Director of Infrastructure as to how the snow will be removed. In
certain instances of a major snow event ., snow may be ploughed across the street
covering the sidewalk and flankage, leaving the opposite sidewalk clear of snow.

9.1
No person shall place any snow, ice, dirt or other obstruction, shoveled, swept, or
cleaned from private property onto any street, sidewalk, or lane. Refer to Schedule
"B", Fines and Penalties.
9.2
To avoid a large accumulation of snow on the street, and to help speed up the
overall snow removal efforts, any snow removed off the city sidewalk is to be placed
on private property and not on the street. Penalties for moving snow on to the street
may be applied as per Schedule "B", attached.
9.3
Residents clearing their driveways in a timely manner will greatly assist City crews
in identifying private driveway locations and utilizing the wing appropriately.
9.4
No homeowners shall construct any fence/flowerbed or landscaping materials
such as stones/bricks on City property in front of the easement area that would
hinder snow removal.
9.5
Loraas bins, both recycling and waste disposal, must be placed no sooner than
twelve (12) hours before the morning of designated area pickup, and removed from
the street the same day of pickup.
10. ParkeQYehicle..s
10.1 It is advised that residents avoid parking their vehicles on the streets during a snow
clearing program. It is the owner/occupant's responsibility to dig their vehicle out if
it gets surrounded by windrows or snow ridges. Residents are to move their cars to
an alternate location (driveway), where possible. The City is not responsible for
clearing the windrows away from vehicles that are parked in the streets during
plough operations.
10.2 The City shall have the authority to request any owner or occupant of property
within the municipality to remove any vehicles as defined in The Highways and
Transportation Act, 1997 for the purpose of removing snow, ice, or debris on any
street, sidewalk, or lane. Owners and occupants will be given twenty-four (24)
hours' notice for removal of all vehicles or the vehicles may be removed by the City
at the owner/occupant's expense. Penalties may be applied as per Schedule "B",
attached.
