TOWN OF WARMAN
BYLAW NO. 2010-28
A Bylaw of The Town of Warman to Regulate and Control the Dumping
of Refuse and Waste Material within the Town of Warman
The Council of The Town of Warman in the Province of Saskatchewan enacts as follows:
1.
This bylaw may be cited as the "Anti-Dumping Bylaw".
2.
In this bylaw, unless the context otherwise requires:
(a) "Waste" means any discarded or abandoned organic or inorganic material,
including material or by-products discarded in a manufacturing or producing
process; snow; ice; storm water; dirt; rocks; rubble; garbage; tree cuttings; grass;
leaves; empty or partly empty tins, boxes, cartons, bottles and containers;
discarded paper and fabrics, discarded household utensils; household furniture;
household appliances of any nature; trees; concrete; or any other refuse, rubble,
or matter.
(b) "Town" or "Municipality" means the Town of Warman, in the Province of
Saskatchewan

No person shall dump or dispose or cause to be dumped or disposed any waste
on:
(a)
any property owned by the Town, or leased by the Town, or under the
jurisdiction and control of the Town without first securing written permission from
the Town;
(b) on the boundary of any lane abutting any property within the municipality;
(c)
on any private property within the Town unless permission has been received in
writing from the owner;

Dumping of any material that is banned by any other municipal bylaw, provincial
law or enactment is strictly prohibited.
5.
Any person who disposes or dumps waste contrary to this Bylaw shall be guilty of
an offence and liable to a fine on summary conviction of not less than $100.00,
nor more than $500.00. Subsequent offences will result in fines ranging from
$200.00 to $1,000.00.
6.
In addition to the fine levied by the Bylaw Enforcement or Town of Warman, the
person or persons fined shall be responsible for the removal of any waste or
rubble dumped or disposed of within the time allotted so to do.
7.
This Bylaw shall come into force and take effect upon the date of the final passing
thereof.
