<!-- image --> ## CITY OF WARMAN ## BYLAW NO. 2026-02 ## A Bylaw to Regulate Water and Utility Rates The Council of the City of Warman in the Province of Saskatchewan enacts as follows: 1. All persons desiring to be supplied with water from the City's water supply system shall make application to the officials of the City. Each application shall be accompanied by a meter deposit in an amount equal to schedule "C", or as amended from time to time. The meter and service deposits shall be refunded upon service being discontinued provided all water/sewer usage charges are paid in full. 2. All persons who, as of the date of the enactment of this section, have a deposit on hand with the City of Warman pursuant to section 1 hereof and are desiring to receive it back prior to service disconnection are eligible if: - a) They own the property and are not leasing or renting - b) They have 2 consecutive years of good standing with the City of Warman, in relation to utility bill payments. Good standing is in the sole opinion of the City Manager, Director of Finance and Utility Clerk. Examples of being not in good standing include but are not limited to: arrears of a utility account, water shut offs due to unpaid utility bills, having been sent to collections, having received a shut off notice. Any person who satisfies the foregoing criteria may make written application to the City of Warman for the early refund of his or her deposit. Persons requesting an early refund of their deposit will be subject to a $20.00 administration charge; therefore, their refund will be returned via cheque or credit on account for the amount of the deposit less $20.00. Administration will attach a deposit refund request form annually to each eligible person and it will be the responsibility of the account holder to fill out the request and return it to City Hall for a refund. Refunds will only be granted after administration has confirmed the information contained in the refund request is accurate and that the applicant satisfies the criteria for a refund. Refunds, if applicable, will be processed within sixty (60) days of receipt of application. 3. The City may by bylaw ration or limit the amount of water furnished to any and/or all consumers should circumstance deem to warrant such action. ## CITY OF WARMAN ## BYLAW NO. 2026-02 ## A Bylaw to Regulate Water and Utility Rates - If the water supply is disconnected from the premises of a user for infringement of the provisions of this bylaw, service shall not be restored until all penalties, fees, charges and arrears as set out in the utility policy, if any have been paid - Water meters shall be read monthly on or about the 15™H day of the month. - The charges to be paid by the water consumer whose water service has been connected are those set out in Schedule "A" attached hereto and forming part of this bylaw, or as amended from time to time. 7. Persons who own or occupy premises drained or that are by bylaw required to be drained into the sewer shall be those set out in Schedule "B" attached hereto and forming part of this bylaw, or as amended from time to time. 8. Accounts for water service and/or sewer service shall be for a period of one month, and shall be rendered on or about the last day of the month following such period. In the case of accounts for a period of less than one month, the minimum water consumption and sewer service charge shall be applied on a pro rata basis reflecting the actual period of service. Accounts shall be paid by the last day of the month following the month that water was consumed. If an account is not paid by the due date, the water service may be disconnected. When the water service is so disconnected, it shall not be reconnected until all arrears have been paid, together with a fee in the amount of $50.00. Water will not be turned on after regular working hours, unless authorized by the Finance Manager or Utility Clerk; requests will be reviewed on a case-by-case basis. 9. No person shall discharge into any drain, sewer or sewerage system any harmful matter, substance or thing, whether liquid or solid, that would be injurious to health, life or property or that would injure, pollute or damage any stream, watercourse, drain, sewer, sewerage system or sewage treatment facility. Service to persons contravening this section may be disconnected and the reconnection fee set out in the Utility Policy will apply. 10. Persons authorized by the City are entitled to free access at all reasonable times to any parts of any land or buildings on production, if demanded, of evidence of his authority to the owner or occupant of land or buildings to which water/sewer service is provided for the purpose of: - a) reading meters; - b) erecting or installing meters or appliances and removing, altering or replacing any of them as circumstances require; - d) inspecting any service lines, connections, meters or appliances; or - c) collecting samples; - e) maintenance and repair. ## CITY OF WARMAN BYLAW NO. 2026-02 ## A Bylaw to Regulate Water and Utility Rates 11. No person shall convey, sell, dispose of, give away or permit water to be taken away, or use it, or supply it for the benefit of others without the express written permission of the City. Service to persons contravening this section may be disconnected and the reconnection fee set out in the Utility Policy will apply. 12. If any rates, charges, fees or rent in arrears remain unpaid as at December 31 in any year, that amount may be added to and form part of the taxes on the land or buildings to which the service was provided in accordance with The Cities Act, 2003. 13.
