2l day of September 2023 A.D ## Village of Waseca ## BYLAW No. 7-2023 ## WATER and SEWER BYLAW ## A BYLAW TO FIX RATES TO BE CHARGED FOR THE CONSUMPTION OF WATER AND TO FIX RATES TO BE CHARGED BY WAY OF RENT OR SERVICE CHARGE FOR THE USE OF THE SEWER. The Council of the Village of Waseca, in the Province of Saskatchewan, enacts as follows: 1. This Bylaw shall be known as the WATER and SEWER BYLAW. 2. All person desiring to be supplied with water from the Municipality's system shall make applications to the officials of the municipality. Each application shall be accompanied by the payment as set forth in Schedule 'A' hereto attached. 3. The charges to be paid by the water consumer whose water service has been turned on shall be those set out in Schedule 'B' appended hereto and as amended from time to time, provided, however, that the fee shall be payable in every case whether or not water is consumed. 4. Persons who own or occupy premises that are by bylaw required to be drained into the sewer shall pay for such services a rental rate or service charge in accordance with Schedule 'B' appended hereto and amended hereto and as amended from time to time. 5. Accounts for water and/ or sewer shall cover a period of one (1) month, and shall be rendered on the first working day of the month of such a period. Accounts shall be paid on or before the last working day of such a period. If an account is not paid within fourteen (14) days from the date on which such accounts are due, the water service may be cut off. When the water service is cut off, it shall not be turned on until all arrears have been paid, together with a fee of one-hundred and fifty ($150.00) dollars to cover the expense of turning the water off and on. 6. The Municipality may ration or limit the amount of water furnished to any and / or all consumers should circumstances deem to warrant such action. 2. The Municipality may drain or empty septic tank on any properties connected to the Municipality's sewer line every two (2) years, as law requires. 3. Bylaw No. 01-2008 is hereby repealed. 4. The rates, fees and charges in this bylaw shall come into force and take effect on approval by the Local Government Committee. MONTHLY WATER RATES: - a) $51.00 flat monthly rate for all users. ## 2. MONTHLY SEWER SERVICE CHARGES: - a) $ 18.00 flat monthly rate for all users. ## 3. MONTHLY ONFRASTRUCTURE MAINTENANCE CHARGE: - a) A flat rate of $ 10.00 per month or part thereof on any premises consuming water be charged to offset infrastructure maintenance costs. ## 4. EMERGENCY CONNECT/DISCONNECT FEE - a) A fee of $150.00 shall be charged to disconnect or reinstate the water services where the service is required or requested to be performed outside the employees' regular working hours ## 5. PENALTY FOR LATE PAYMENT All Water & Sewer accounts that remain unpaid shall be charged a late payment in the manner set forth: - b) Accounts remaining unpaid will continue to accrue interest at a rate of two percent (2%) monthly thereafter. - a) A two percent (2%) late payment fee will be applied to water and sewer accounts remaining unpaid as of the first day of the month following the due date. ## 6. ACCOUNT DEPOSITS - a) Residential: $200.00 Commercial and/or Industrial: $500.00 ## 7. DISCONNECTION AND RECONNECTION FEES - a) Disconnection fee $75.00 2. Please be advised that the utility is running a deficit. it is necessary to review the utility's performance each year and consider adjusting rates as needed to ensure self-sustainability. We also recommend that rate adjustments be made gradually rather than through drastic changes. The Local Government Committee recommends the Council to establish a specified utility reserve, which would be funded by an annual utility surplus when possible.
