CITY OF WEYBURN
BYLAW NO. 2022-3449
A BYLAWOF THE CITYOF WEYBURN,THE KEEPING
OF BEES IN THE
CITY OF WEYBURN
WHEREAS the Council of the City of Weyburn wishes to establish a keeping of bees
bylaw for the purpose of control and regulating beekeeping in the City of Weyburn.
Therefore,
the Council ofthe City of Weyburn, in the Province of Saskatchewan,
enacts
as
follows:
Title and Purpose
1.
This Bylaw may be referred to as "The Beekeeping
Bylaw".
The purpose of this Bylaw is for the allowance, control and regulation of the keeping
of bees in the City of Weyburn corporate limits.
Definitions
2.
"Beekeeping"
means the rearing or keeping of bees for their honey.
"Beekeeping
License" means an officialdocument giving an individual authorization
for the keeping of bees.
"Bees"
shall have the same meaning as The Apiaries Act, 2005
"Bylaw Officer"
means the individual(s) appointed
by the City of Weyburn to enforce
City Bylaws.
"City" meansthe
municipal corporation
ofthe City of Weyburn
"Development
Officer"
means the person
appointed
by Council to administer the
Zoning Bylaw
"Hive" means a dome-like structure or box where bees are kept

No person shall own or harbour honeybees
without a 'Beekeeping License'.
Allbeekeepers
shall apply to the City of Weyburn for a Beekeeping
License on the
prescribed form.
A person must renew their license annually in the manner
prescribed
by the City.
The Bylaw Oflicer or Development
Officer may refuse to issue or revoke a license
issued pursuant
to this section by providing written notice to the licensee.
A person must pay the fee provided for in Schedule
when making the initial
application for a Beekeeping License.
Allrenewal license fees shall be paid on or before January 31 of each year.
Beekeeping
shall only be permitted
on single detached
or semi-detached
residential properties.
No one property shall have more than 2 active hives on a property less than 1,000
sq.m.; no more than 3 hives on a property between 1,000 sq.m. and 2000 sqm; no
more than 4 hives on a property more than 2,000 sq.m.
All honey beekeepers must adhere to The Apiaries Act and The Apiaries
Regulations.

The hive must be set up in the rear yard of the property.
3.11
No person
shall place the hive within one (1) metre of any property line and a fence
with a minimum height of 1.8 metre must be between neighbouring property lines.

Provide a water source within the rear yard for the bees.
Provide a standard of care to prevent disease and swarms.
Notify all surrounding neighbours within a 25 metre radius oftheir property with
a letter provided from the City of Weyburn.
Notify all neighbours
adjacent to their property with a letter provided from the
City of Weyburn
to notify them prior to honey extraction days.
Ensure that a hive is requeened
if they
are subject
to undue
swarming
or
aggressive
behaviour.

Introductory
Course
and provide documentation to the Development Of?cer that this was
completed successfully
prior to issuance of a beekeeping
license.
Register
as a beekeeper.
as per The Apiaries Act and Regulations,

Saskatchewan

3.13
Beekeepers must make the hive available for inspection when requested.
ENFORCEMENT
4.1
Every person
who is in contravention
of this bylaw is subject
to a fine/penalty
provided in Schedule
"B"
4.2
Should a property, hive or beekeeper
contravene
any portion or all of Section 3 of
this bylaw, the Bylaw Of?cer or the Development Officer ofthe City of Weyburn may
revoke their license to keep bees at a speci?c
property.
Effective

This Bylaw comes into force and takes effect upon third and finai reading.
