## A BYLAW TO FIX THE RATES TO BE CHARGED FOR THE USE AND CONSUMPTION OF WATER AND TO FIX THE RATES TO BE CHARGED FOR THE USE OF THE SEWAGE SYSTEM
The Council of the Village of Windthorst in the Province of Saskatchewan enacts as follows:
1. This bylaw may be referred to as the "Utility Rates Bylaw"
2. All persons desiring to be supplied with water from the municipality's water supply shall make application to the officials of the municipality. Each application shall be accompanied by the payment of a fee or meter deposit in the sum of $25.00
3. The charges to be paid by the water consumer whose water service has been turned on shall be those set out in Schedule "A", or as amended from time to time; however, the minimum rate shall be payable in every case whether or not any water is consumed.
4. Persons who own or occupy premises drained or that are required to be drained into the sewer shall pay for such service a rental rate or service charge in accordance with Schedule "B", or as amended from time to time.
5. Water meters shall be read quarterly.
6. Accounts for water and/or sewer service shall cover a period of three successive months and shall be rendered on or before the fifth day of the next month following such period. Accounts shall be paid within a period of thirty days from the date on which accounts are rendered. If an account is not paid within the said period of thirty days, the account shall be considered in arrears and the water service may be discontinued.
7. If the water supply is shut off from the premises of a user due to infringement of the provisions of this bylaw, the service shall not be turned on until all penalties and arrears have been paid, together with a fee of $50.00 to cover the expense of turning water off and back on again.

9. All utility accounts will be set up in the name(s) of the assessed owners) only. Accounts will not be set up in a renter's name.
10. An annual discount of $50.00 shall be applied to all accounts whose annual minimum water and sewer charges are prepaid in full at the time the first quarterly billing is due for that premises. Should an overage of the minimum gallon usage occur throughout the year, the overage charges will be billed on the last quarterly billing of the calendar year.
11. The municipality may ration or limit the amount of water furnished to any and/or all consumers, should circumstances deem to warrant such action.
12. A once per year fee of $20.00 will be billed on the first quarterly utility bill for unlimited use of the back-alley irrigation water.
13. Bylaw 3/2016 is hereby repealed.
14. The rates, charges, tolls or rents contained in this bylaw shall come into force and take effect on the day of approval being issued by the Local Government Committee
