BYLAW NO. 1-25
A BYLAW TO SET A NEW SCHEDULE OF WATER AND SEWER RATES
The Council of the Town of Yellow Grass in the Province of Saskatchewan enacts as follows:
1.
That Bylaw No 6-24 is hereby repealed
2.
That a residence which is occupied by one family whether owner or tenant and having one service
connection shall pay a minimum charge of $29.55 per month for water for the first 2,000 gallons
consumed and an additional $1.50 per hundred gallons for consumption exceeding 2,000 gallons.
3.
That a residence which is occupied by one family, whether owner or tenant, having one sewer
connection, shall pay a charge of $31.45 per month.
4.
That the hotel and restaurants or cafes be charged the following:
Water - $29.55 for the first 2,000 gallons consumed and $1.50 per hundred gallons for
consumption exceeding 2,000 gallons per month. Sewer - a flat rate of $40.19 per month.
5.
That Yellow Grass School be charged the following:
Water -$29.55 per month for the first 2,000 gallons consumed and an additional $1.50 per hundred
gallons for consumption exceeding 2,000 gallons. Sewer - a flat rate of $76.30 per month.
6.
That all other property owners or tenants or businesses that are connected to water and/or sewer
mains shall pay the residential rates for sewer and water.
7.
That in the event the water supply is disconnected from the premises of any defaulting customer,
or at the request of any consumer, the same shall not be re-connected unless all arrears of water
and sewer accounts then due and owing by the consumer must be paid in full and a re-connection
fee of $40.00 must be paid.
8.
That the property owners or tenants having frozen or damaged water lines or sewer lines on their
property shall pay for the cost of thawing out and/or repairing the service.
9.
That property owners and/or tenants are required to pay a $100.00 water meter deposit before the
water supply is turned on, and said deposit will be refunded when the consumer ceases to be
connected to the waterworks system, providing that all charges for water and sewer are fully paid.
10.
That all water and sewer accounts are due and payable when rendered. Consumers in arrears may
have their water service disconnected without further notice. Billing dates shall be as follows:
Residences - Quarterly or every three months, Businesses - monthly.
11.
That bulk water will be supplied for rural and residential use from the tank filling station at the
Town of Yellow Grass workshop at the rate of $3.00 per 100 gallons for the Town of Yellow Grass
ratepayers and $5.00 per 100 gallons for Non-Town of Yellow Grass Ratepayers. Approval for out
of town individuals to obtain a fob will be at the discretion of the Yellow Grass Town Council.
The Council reserves the right to restrict or prohibit the sale of farm or residential water when
conditions arise which warrant such restrictions. Access to the water requires a prepaid fob, with a
one-time setup and fob purchase fee of $50. In the event of a lost or damaged fob, a replacement
fee of $50 will be charged. Funds can be loaded onto the fob via debit or credit cards, with an
additional 3.0% per transaction to cover fees charged to the Town of Yellow Grass.
12.
That any person found guilty of any infractions of this Bylaw shall be liable, on summary
conviction, to a fine imposed under the General Penalties Bylaw of the Town of Yellow Grass or
any subsequent Bylaw enacted by the Town.
13.
The rates, charges, tolls or rents contained in this bylaw shall come into force and take effect on
the day of approval being issued by the Local Government Committee.
