### 21.04.010 - Purpose of provisions--Land use plan established.
To promote the public health, safety, morals, convenience and general welfare, to
lessen traffic congestion in the streets, to provide light and air for all buildings,
to avoid undesirable concentrations of population, to prevent overcrowding of land,
to facilitate adequate provision of transportation, water, sewage, schools, parks
and other public requirements, and to provide the economic and social advantages gained
from a comprehensively planned use of land resources, there is established a land
use plan for the city.

### 21.04.020 - Title--Statutory authority.
This title, to be known as the "land use ordinance of the city and the land use plan
of the city," made a part hereof, is adopted as constituting a part of the master
plan of the city pursuant to the provisions of Sections 278.010 through 278.630 of
the Nevada Revised Statutes.

### 21.04.030 - Interpretation and application generally.
In interpretation and application, the provisions of this title shall be held to be
minimum provisions only for the promotion of the public health, safety, morals, comfort
and property and general welfare of the public. When this title imposes a greater
restriction upon the use of land or upon height, bulk, location or use of buildings
than is required by existing provisions of law or by private covenant or other restriction,
the provisions of this title shall prevail. Private covenants of deed restrictions
which impose more restrictive conditions than herein contained are not superseded.
