leash rule In a residential area, a dog off the Owner's premises must be on a leash held by a person able to maintain immediate, effective and continuous control. "a Dog which is off the premises of its Owner and not on a leash held by a person physically able to maintain immediate, effective and continuous control of the Animal"
max animals Four or more dogs/cats over six months maintained, boarded, bred, trained, or kept for sale deemed a kennel. "any property where four or more Dogs and/or cats over six months in age are maintained, boarded, bred, trained or cared for"; "is deemed a kennel"
