Water and sewer services are either included on the annual Flat Rate Utility Bill, or in separate quarterly Metered Utility Bills. Each year, the City of Delta diligently assesses utility fees based on the cost of providing water, sewer, and solid waste services to our community. As a member municipality of Metro Vancouver, we actively contribute to regional operations to ensure the safety and sustainability of our water supply and wastewater infrastructure. The City of Delta's utility rates have been established to maintain the delivery of current services and support the ongoing management of sustainable infrastructure such as watermain and sanitary upgrades, our sewer inflow/infiltration program, and water conservation initiatives. Solid waste utility fees cover the collection and disposal of garbage, green waste, and recyclable materials, including Delta's Spring Clean-Up and Large Item Pick-Up programs. Please see below for details on bylaws and rates related to utilities. * Bylaw No. 8537 - Delta Water Service * Bylaw No. 8538 - Delta Sewer Rates * Bylaw No. 8539 - Delta Garbage Collection ## Flat Rate Utilities For 2026, residents will notice a $51 increase in flat rate utility fees, bringing the total to $1,658 for a single-family home, compared to $1,607 in 2025. The following image provides a graphical breakdown of these utility fees. Image ![](/sites/default/files/2026-01/2026%20Utilities%20Graphic.png) Delta's 2026 utility rates reflect rising regional costs, including Metro Vancouver's water and sewer operations and infrastructure upgrades. Beyond regional costs, Delta continues to invest in local infrastructure improvements to maintain and enhance our essential services. These investments include: * Watermain and sanitary system replacements and upgrades, * Sewer inflow/infiltration program, * Pump stations, and * Water meters and water conservation initiatives. * The 2026 Flat Rate Utility bill is due March 31, 2026. A 5% penalty will be applied on any outstanding balance after March 31, 2026. An additional 5% penalty will be applied on any outstanding balance after July 2, 2026, and a further 5% penalty will be applied after September 2, 2026. * Declarations are accepted until December 31 of the applicable year. **Delta does not accept prior year declarations**. The penalty on an outstanding amount for eligible declarations will be waived if the declaration is submitted on or before September 2 of the applicable year. **The current year declarations are available after the Flat Rate Utility Bill has been mailed out in February.** Flat rate utility charges apply to each residential dwelling unit. Properties with a secondary suite are charged flat rate utilities for two dwellings. Home owners who occupy the property as their principal residence AND do not earn any rental income from the property may complete a Secondary Suite Non Rental Annual Declaration each year to waive their flat rate utility charges for the secondary suite. Eligible home owners may review and complete the 2026 Secondary Suite Non Rental Declaration and submit the form to the Taxation Office. These declarations are NOT processed before the Flat Rate Utility Bills are generated. Allow at least three to four weeks for us to process your declaration. Due to large call and email volumes, we are not able to notify you when the form has been processed. Please log into your myCity account to see when the processing is completed.
