Village Staff regularly monitors forecasts, road conditions and ensures all equipment is maintained and prepared for use. In order to provide an effective and efficient response that aligns with Council's strategic vision, a Council Policy was developed in which the roads have been classified into four (4) priorities. Roads will be cleared based on the priority level assigned. During heavy snowfall events, please be mindful that our staff will be working hard, sometimes throughout extreme conditions. Plan your route ahead, leave extra time for travel or if possible, stay at home. We encourage residents to assist neighbours by lending a hand and getting involved in community programs such as the Snow Angel volunteer program. Property owners/occupants are asked to assist the Village and in consideration of fellow residents for clearing sidewalks adjacent to their properties. It is dangerous to place snow on the roadway. When clearing your driveway, pile the snow on the left side (as you look towards your house) of your driveway. In many cases this will reduce the amount of snow that the plows push back into your driveway. ### We ask Businesses to: Remove snow, ice and rubbish from the sidewalk and footpath bordering on the property not later than ten o'clock in the morning of any day except Sunday or a Statutory Holiday. After a snowfall or ice storm, snow and ice must be removed from the roof or any other structure where there is potential for ice and snow to fall on any sidewalk or roadway. * The Village of Harrison Hot Springs establishes snow clearing standards by taking into consideration public safety and budget availability. Image ![An icon of a snow plow](/sites/default/files/styles/large/public/2021-10/download-1.png?itok=duGXtLFD) Snow clearing, sanding and salting are conducted on a priority basis covering: + **FIRST**main roads, emergency and school routes; + **SECOND**secondary roads; + **THIRD**public sidewalks in commercial areas; + **FOURTH**public sidewalks on Lillooet Avenue and Hot Springs Road; * 1. Remove all vehicles from the street. 2. Help others, especially seniors and disabled people. 3. Please keep catch basins clear of snow and ice. 4. Never push snow onto the street. 5. Clear the snow from your sidewalks. 6. Keep fire hydrants clear of snow and other obstructions. 7. Keep your children safe and off the roads. Advise children to walk on the left side of the road. 8. Do not drive unless you absolutely have to and use public transit wherever possible. 9. **I**f you are driving please ensure your vehicle is equipped with good snow tires and a cold weather emergency kit. 10. While plows are working ensure all vehicles are off the roadway including parked vehicles. The Village may prohibit parking temporarily to assist snow removal. * The Village's Public Works department monitors weather and road conditions**24 hours a day, 7 days a week.** Image ![Icon o snow covered mountains](/sites/default/files/styles/large/public/2021-10/snow-1.png?itok=kevx2INR) Regular road patrols are conducted to inspect and assess road conditions during inclement weather. Sanding and salting trucks are frequently used during this time to prevent snow or ice from bonding with the road. If severe weather is forecasted, personnel and equipment are mobilized to provide **24 hour response.** * Streets must be plowed from curb to curb to expose the catch basins. Catch basins must be cleared to accept water from melting snow. On most streets, the snow plows are required to make multiple passes to clear all the snow. When clearing your driveway, pile the snow on the left side (when looking at your house from the road) of your driveway. In many cases this will reduce the amount of snow that the plows push back into your driveway. Also, please do not shovel snow onto the sidewalk or road. We thank all residents of the Village of Harrison Hot Springs for keeping our roads safe. Please remember we have a big job to do and we will get to your street. Village staff are out there working on your behalf. Thank you for your patience during snow clearing operations. ## Snow Angels Program Information for Volunteers & Clients Agassiz-Harrison Community Services, the District of Kent, and the Village of Harrison Hot Springs have collaborated to establish the Snow Angels Program in our local neighbourhoods. The Snow Angels Program unites volunteers with seniors and those in our community that are either physically unable to, or otherwise cannot receive assistance, in clearing snow from their driveways and sidewalks. Image ![Snow Angles program logo](/sites/default/files/styles/large/public/2021-10/Snow-Angels-logo.png?itok=icDwNdmj) This Program is all about neighbours helping neighbours, enhancing the sense of community, security and safety, supporting senior independence and creating opportunities for volunteerism. *We all feel so much warmer inside when we can lend a helping hand. Or in this case, a shovel!* * Anyone 16 years or older can become a Snow Angel, if they are physically capable of shovelling snow, are reliable, can bring their own shovel or other snow removal equipment and have their own transportation. Clearing private driveways and private sidewalks of snow and ice for those in need helps to ensure that people can attend medical appointments, run important errands and receive critical care in their homes. Snow Angels unite communities and help to bring out the best in people. People requiring a Snow Angel to help clear their private driveway or private sidewalk, simply place the Snow Angels decal in their window, in a visible location. The signs are laminated so they can withstand some outdoor conditions if you wish to place the sign outside of your home. If a Snow Angel volunteer is available in that neighbourhood they will look for the window decal and arrive with their snow removal equipment to clear the laneway and/or sidewalk. They do not need to interface with the homeowner for any reason. It is important that we provide a safe environment for everyone who is involved in the Snow Angel Program. The Snow Angel Program cannot guarantee that a Snow Angel volunteer will be available to clear a homeowner's driveway or sidewalk as quickly as may be required. In that case, homeowners may wish to contact an independent contractor to clear snow. * You can pick up your Snow Angel decal at the following locations, as of November 1st and throughout the winter season: + Agassiz-Harrison Community Services, 7086 Cheam Avenue, Agassiz + Reception, District of Kent Municipal Hall, 7170 Cheam Avenue, Agassiz + Reception, Village of Harrison Hot Springs Municipal Hall, 495 Hot Springs Road, Harrison Hot Springs * Shovelling snow is a strenuous activity. We recommend the following tips to all our Snow Angel Volunteers. + Check with your doctor if you have a history of heart disease, high blood pressure, high cholesterol, are a smoker and are not routinely active and only proceed with this program with your doctor's approval. + Spread salt if available, if conditions are slippery after removing the snow. + Do not shovel snow immediately after eating (or smoking) + Take it slow! Shovelling can raise your heart rate and blood pressure significantly. Pace yourself. + Push the snow as you shovel - it is easier than lifting. + Use a small shovel so when you do lift snow, you are not lifting a large shovelful. + Lift with your legs bent. + Do not work to the point of exhaustion. Take breaks. If you feel tightness in your chest, stop immediately. + Dress appropriately. + Personal safety tips: let someone know where you will be, do not take anything of value with you, if driving park close to where you will be working, if you have a cell phone take it with you, do not enter the house, have fluids with you to stay hydrated. * We ask that you always ensure your own safety by remaining indoors when your snow is being removed. The Snow Angels will complete the work and there should be no reason for them to interface with you directly. We are not recommending that you provide any tip or donation to the Snow Angel who clears your snow. However, if you would like to do that, we recommend that you provide this in an envelope while the individual remains outside of your home and that you do not invite them into your home. While the snow may have been removed, there is still the potential for your driveway and sidewalks to be slippery, so please practice caution and sprinkle salt in those areas. * With the winter season approaching, Clients of the Snow Angels Program, should speak with their pharmacist and arrange for delivery of necessary prescriptions when possible. The local grocery store, SuperValu delivers groceries for a small charge and we recommend that you contact them in advance of the winter season to make delivery arrangements. If there are other services that you rely on, contact them now to find out if there are alternate arrangements that can be made. We should all be prepared and stock up on essentials for the winter months. This could include dried and canned goods, candles, extra blankets, warm clothing and socks. Now is the time to check batteries, heaters, furnaces and make sure you are ready for the cooler weather.
