The Municipality of Russell Binscarth Operates on a ***quarterly Utility Billing Cycle***.
The *minimum charge* for a 3-month period is a total of $137.29.
This includes a $40.00 garbage fee, and $97.29 for a minimum usage of 3000 gallons.
**\*Anything used over 3000 gallons is charged at $2.251 per 100 gallons.\***
