# Rates and Billing
## Sewer and Water Payments
Utility customers are billed on a quarterly basis. Sewer charges are fixed, while water charges contain a fixed component, as well as a usage component based on a water meter reading. Any utility account remaining unpaid after the due date will incur an interest charge of 1.5 per cent, which is added to the outstanding amount.

Quispamsis offers community members the option of receiving water and sewerage invoices electronically, by email, instead of on paper.
Please complete and submit the Sewer and Water Notification Request Form.
A confirmation email will be sent to the email address provided once the account has been updated.
Payment Options
## Water Rates
The cost of financing, operating, and maintaining the Town's water system is raised annually through a user charge.
* **User charge**, billed in quarterly installments, is comprised of a fixed charge and a consumption charge.
+ **F****ixed charge** is based on the size of the meter on the service.
+ **Consumption charge** is based on the volume of water recorded by the meter.
Each meter size includes a water usage threshold, meaning users are charged one rate before reaching the threshold and another rate when consumption exceeds the threshold. A 3/4" meter is considered standard size for most residential homes.
NOTE: *Pursuant to Section 4(A) and Section 9 of Water Utility By-Law No. 024, owners who choose not to connect to the water system, when access to the system is available, shall be invoiced the fixed charge component of the "water user charge."*
Fixed Charge: $290 (billed quarterly at $72.50 per quarter)
Consumption Charge Threshold: 96 cubic metres per quarter.

### Fees
* Water Meter Connection Permit: (non-refundable): Residential Zone, $750; All other Zones, $1,500
* Water System Access Fee (non-refundable; Zones other than Residential) $5,000
* Water System Infrastructure Development (non-refundable; Zones other than Residential): $1 per square metre receiving water service
* Water System Connection Minimum Bonding Deposit (refundable): $1,000
* Disconnection/Reconnection: $25
* Dispute Settlement Accuracy Testing: $25
* Meter Reading Request: $10
## Sewer Rates
The cost of financing, operating, and maintaining the sewerage works is raised annually through a user charge. This is referred to in the Sewerage By-Law No. 005, Section 8, as a "dwelling unit user fee." Refer to the Sewerage By-Law No. 005, Section 8, for more details on sewer rates.
Rates for locations not considered to be single residential units - schools, seniors' residences, commercial businesses, places of worship, etc. - may be calculated differently using the single residential unit user fee as a basis. For example, in the case of a school, "a sum equal to one dwelling unit user fee for each fifteen (15) students, teachers and other employees or portion thereof."
### Fees
Fees are collected in quarterly installments on February 14, May 14, August 14 and November 14 in the current calendar year. A $10 discount is available if full payment is received by February 14 of the current calendar year.
* Sewer Connection Permit: Residential Zone, $750; All other Zones, $1,500
* In 2026, the user fee for a single residential unit is $600.
* In locations where the Town has installed an individual sewerage lift station and service connection, the user fee is $840 (or $600 x 1.4).
