In the Residential zone (and on the same terms in the Mixed Development zone) livestock agriculture is a discretionary use: Council may permit the keeping of livestock, including horses, only after giving public notice and considering comments, particularly from neighbours. No livestock at all is permitted on a lot smaller than 0.4 hectares. On a lot of 0.4 to 1.0
