Requires a Council-issued permit, with plans, before any fence is erected, extended or repaired, and prohibits any fence that obscures a clear view of a street intersection, pathway or driveway. In residential zones, a fence at the front building line is capped at 0.9 m (3 ft) and must sit at least 1.2 m (4 ft) inside the front property
