Whitbourne's Keeping of Animals Other Than Dogs Regulations prohibit any person from keeping a horse, cow, calf, swine, sheep, goat, fowl, geese or ducks in any dwelling or part of a dwelling in the Town. Council may also refuse to permit the keeping of any animal or fowl it considers offensive, likely to create a public nuisance or health hazard,
