A rate structure with both fixed service charges and varying consumption rates is in place. Consumption charges are based on the volume of water recorded on your meter during a billing period. Based on the size of your water meter, the fixed service charges are the basic costs to provide the services, regardless of volume. ##### Variable water rates: 2026 Water Rate - $2.82 per cubic meter 2026 Wastewater Rate - $2.87 per cubic meter ##### Monthly fixed water rates based on meter size | **Meter Size in** **Millimetres (mm)** | **Water Service Charge** | **Wastewater Service Charge** | | --- | --- | --- | | 15 mm to 19 mm (residential) | $11.21 | $8.03 | | 25 mm | $28.01 | $20.07 | | 37 mm | $56.03 | $40.14 | | 50 mm | $89.64 | $64.22 | | 75 mm | $196.09 | $140.49 | | 100 mm | $336.16 | $240.83 | | 150 mm | $700.32 | $501.73 | | 200 mm | $896.41 | $642.22 | | 250 mm | $1,288.60 | $923.19 | ##### 2026 Stormwater Rates by Property | **Rates by Category** | **2026 Annual Rate** | | --- | --- | | Stormwater Flat A *Residential <=0.2 acres (flat rate)* | $49.75 | | Stormwater Flat B *Residential >0.2 & <1 acre (flat rate)* | $149.25 | | Stormwater Flat C *Residential >=1 acre (flat rate)* | $497.50 | | Stormwater Flat D *Non-Residential <1 acre (flat rate)* | $244.79 | | Stormwater per Acre E *Non-Residential >=1 acre (rate per acre)* | $755.15 | | Agricultural (per acre) | $3.18 | For more information on the water distribution, sanitary collection, or stormwater system in Cambridge, please contact the Public Works Division at (519) 623-1340. ##### Stormwater Billing FAQ Why did I receive a stormwater-only bill? The stormwater-only bills recently issued to certain rural properties represent the final phase of the City's stormwater billing implementation and GIS review. These properties do not receive a municipal water bill, so stormwater charges were issued separately. Is this a new charge? No. Stormwater-related costs are not new. Before July 1, 2025, these costs were funded through the general property tax levy. As part of the 2025 Budget, Council approved shifting these costs to a dedicated stormwater fee to improve transparency and establish a sustainable funding source for stormwater infrastructure. What is stormwater? Stormwater is rainwater and melted snow that runs off roofs, driveways, roads, parking lots, and other surfaces into the City's stormwater system. The system helps manage runoff, reduce flooding risks, and protect local waterways and the environment. More information can be found on our Stormwater & Sewers page. How are stormwater charges calculated? Stormwater fees are based on property characteristics that influence runoff generation, including: * Rooftops * Driveways * Parking areas * Other impervious surfaces The assigned fee is an average rate based on property size and type. It is not intended to represent a precise measurement of runoff generated by an individual property. Does my water usage affect my stormwater charge? No. Water and sewer consumption are not factors in determining stormwater fees. The charge is based on property characteristics related to runoff generation. Why did the City move stormwater costs from taxes to a dedicated fee? The dedicated fee: * Increases transparency about stormwater costs. * Creates a stable and sustainable funding source. * Aligns costs more closely with the factors that contribute to stormwater runoff. * Supports long-term maintenance and replacement of infrastructure. Why was my bill sent later than expected? The stormwater-only bills were issued as part of the final phase of the City's GIS review and billing implementation process. Recognizing the delayed timing, the City provided an extended due date and offers payment plan options for affected property owners. Are payment plans available? Yes. The City offers flexible payment arrangements for residents who require assistance. Property owners are encouraged to contact the City's Billing team to discuss available options. Why are some agricultural and managed forest properties part of this billing? The Province recently amended Ontario Regulation 584/06 under the Municipal Act, 2001. Effective July 16, 2026, municipalities are restricted in how stormwater fees may be applied to properties, or portions of properties, within the Farm and Managed Forest tax classes. As a result, affected properties were advised that billing up to July 16, 2026, would be the only billing period unless the property's tax classification changes in the future.
