BY-LAW
UMBER 2026-65
Being a by-law to establish
utility rates for water and sewer services related to the
operation systems within the urban areas of Centre Hastings for 2026-2030
WHEREAS pursuantto
Section 391(1) Part XI of the Ontario Municipal Act, 2001, 8.0.
2001, c. 25, as amended,
provides that the Counci
of a local municipa ity may by by-
law prescribe and charge rates for certain services;
ANDWHEREAS the Council ofthe Municipality of Centre Hastings des'res to establ'sh
water an d/or sewage serv ces rates that may be charged,
by volume usage and/or flat
rate usage and;
AND WHEREAS the Council of the Municipa ityof Centre Hastings deems it
appropriate to establ'sh
rates for water and sanitary services in the urban areas of the
Municipality ncluding estimates for 'ncreased
operating expenses
and costs
n support
of an ongoing review of systems, p ans and related legislation;
AND WHEREAS the Council of the Municipality of Centre Hastings deems itto be
exped'ent
and necessary
to require the installation of water meters 'n order to establish
water an d/or sewage services rates by volume usage of water;
AND WHE
EAS pursuantto
Sectio
391(2) Part XIIof the Municipal Act 8.0. 2001
0.25 a Munic'pality which imposes a fee or charge under Subsection
(1) for capital
costs re ated to sewage or water services or activities may be imposed on persons
not
receiving an 'mmediate ben efitfor the services or activities but who wi Ireceive a bene?t
at some later point 'n time,
AND WHEREAS the amount of fee or charges
for the use of a sewage system or the
consumption of water shall not exceed the cost of providing the sewage
system or the
water system;
NOW THEREFORE
the Counci
of the Corporation of the Municipal ty of Centre
Hastings hereby enacts as fo lows:
1)
Allwater and sewer charges
shall be bi led ether
month y or bi-monthly to the
owners of properties at the discretion of the Finance department
pursuant
to
the rates as set out in Schedu e "A"attached.
2)
Owners that are not connected to either service, but have mains/lines running
past their property wi I be charged 50% of the m'nimum flat charge for one or
both services, depending
upon avai ab lity.

Owners having only one service will be charged full min mum plus any
app icab e overage for that service.
In addition, they will be charged 50% of
the m nimum for the service not in use.
Meters shall be installed and removed on y by certified personnel as
des gnated by the Municipa Operator in Charge (OlC). Appropriate charges
wul be leVIed upon the property owners
and/or property for materials and
laboun
Any cu rbstop shal
be operated only by the Mun'cipal Operato
'n Charge or
whom they des gnate from employees
of the municipality and any ind vidual
found to have operated the cu rbstop w I be subject to fines and penalties.
Non-payment
of any sewer or water charges
by the due date set out on the
uti ity bl shal
be subject to a penalty equa
to 5% per month on the
outstanding
ba ance.
A sewer or water charge imposed upon any owner or occupant
of land is a
lien or charge upon the land, and, 'f the rate or any part thereof remains
unpa'd after the due date, the amount unpaid, including any penalty that '5
due and payable, may be collected
n the same way as municnpa taxes are
col ectab e or othen/v se, as provided by law
By-Law No. 2026-17 is hereby repealed.
The rates included in Schedule
A shall be in effect as of February 1, 2026.
