All monies paid as deposits to the Township are held by the Township in trust until final disposition of the planning application. Applicants shall receive invoices for various expenses
incurred by the Township for services provided in the conduct of an application.
Deposit monies shall bear interest at the most advantageous savings account rate of the Township's bank. In the event that an applicant does not pay the application fees and costs
as provided for in this By-law by its due date, the Township will not be obligated to further process the application until such time as the account is paid. The Township may, at its'
sole discretion, deduct outstanding accounts due from the applicant's deposit.
Where the Township approves a planning application, and that application is appealed to the Ontario Land Tribunal by a party other than the applicant, the Township shall continue
to submit invoices to the applicant for the provision of services provided with respect to the application, including the preparation and representation by Township staff or
consultants before the Ontario Land Tribunal. Failure to pay invoices or maintain the deposit as required may result in the Township's refusal to provide services in support
of the application at the Ontario Land Tribunal.
Where the Township rejects a planning application, and the applicant or any other party appeals the Township's rejection of an application, invoices for services provided in
respect of such application shall continue to be submitted up until the time of submission of the appeal to the Ontario Land Tribunal.
In the event that the Township provides a service in connection with a planning application for which a fee is to be paid as set out in this By-law, but such fee is not submitted
or collected by the Township prior to the provision of service by the Township, then an invoice shall be submitted by the Township and the provisions of the deposit agreement
shall apply to the invoice for service provision.
Applicants are encouraged to engage in pre-consultation with the Township prior to the submission of a planning application. Consultation with Township staff prior to the submission
of a planning application is not charged to the proponent. However, if the requested pre-consultations requires the Township to engage its legal or engineering consultants or incur
any external expenses, a deposit agreement shall be completed and the amount of such deposit shall be $2,000. Upon submission of an application, any deposit monies
that continue to be held by the Township may be applied against the total deposit required in support of a complete planning application or request for services.

Note 1: Separate permits are required for each road segment when applying for a Road Occupancy and Access Permit - Utility Company. Meaning that, if a utility project extends through multiple road intersections,
multiple permits are required to be approved separately. There may be exceptions to this requirement depending on a project's limited level of complexity.

Notes to Frontage Rates & Connection Fees Part B:
Frontage Rates & Connection Fees are intended to recover costs of servicing existing or newly created lots located along existing or newly constructed water/sewer/storm sewer mains,
where such costs are not already being recovered by another means, such as a development agreement, etc..
Connection Fees are for the recovery of the Township's cost of bringing services from the mains to the property line. The Frontage Rates are to recover the cost of the mains
running across the side of a lot on which the services are located, or in the case of a corner lot across the shorter side.
If the actual frontage or connection cost will, in the opinion of the Director of Infrastructure, exceed the above Connection fee or Frontage rate, the Managing Director may charge actual costs;
a deposit equal to the estimated cost plus 20% for overhead shall be made by the property owner, and balance returned to or charged to the owner after completion.

Note 1: Total is calculated as the sum of Sanitary and Water costs
Note 2: Stub Connections
Stub Connections are for the future services to the existing properties located on side streets which are tributary to the
County Road 18 trunk services. These will be dealt with at a future date, once service strategies and costs are
determined for these side streets.
The cost of servicing each of the properties on these side streets will be calculated as the sum of the following:
Part 1: The actual cost for installing the stubs will be divided amongst the users who will be connected.
Part 2: Each property owner will be charged the standard Extension charge based on a single ERU.
Additional Charge: This charge will be calculated as the cost of the remaining infrastructure (I.e.: low pressure system)
required to connect the side street users to the Wellington Road 18 system divided by the number
of users.
Note 3: All rates above were created by indexing 2025 rates by 2.5%.
