Regulates site alteration — any change of grade or landscape through removal, placement or movement of fill, grass or native vegetation — but only on lands within 30 metres of a high water mark and in Environmental Protection zoned areas. Requires that trees and native vegetation beyond the extent of the alteration, including root systems, not be injured; permits limited
