# Development Charges Development charges should be taken into consideration in the planning of any residential or non-residential project. Detailed below are some of the key characteristics of development charges and the manner in which they are calculated, imposed and collected. ## What are development charges? Development Charges (DCs) are the primary way for Ontario municipalities to raise funds for required services and infrastructure improvements resulting from development. The charges are intended to facilitate development by providing a method to finance capital projects related to roads, drainage, sewers, water and parkland. DCs allow monies to be pooled from many developers so that funds can be raised to construct the necessary services in an equitable manner. Every development application is evaluated to determine to what extent development charges are applicable ## Summary of Development Charge Rates ### Summary of Development Charge rates * Development Charges - effective July 1, 2026 * Development Charges - effective May 21, 2026 * Development Charges - effective Jan. 1, 2026 * Development Charges - effective Nov. 10, 2025 * Development Charges - effective Sep. 1, 2025 * Development Charges - effective July 1, 2025 * Development Charges - effective Nov. 8, 2024 * Development Charges - effective July 1, 2024 * Development Charges - effective June 6, 2024 * Development Charges - effective Nov. 8, 2023 * Development Charges - effective July 1, 2023 * Development Charges - effective June 17, 2023 * Development Charges - effective Nov 28, 2022 * Development Charges - effective Nov. 8, 2022 * Development Charges - effective July 1, 2022 * Development Charges - effective June 17, 2022 * Development Charges - effective Nov. 8, 2021 * Development Charges - effective July 1, 2021 * Development Charges - effective May 19, 2021 ## Development Charges Background Study and Bylaw On August 13, 2025, Council approved the 2025 Development Charges Background Study and Bylaw in accordance with the Development Charges Act, 1997. ### 2025 Development Charges Background Study and Bylaw * 2025 Development Charges Background Study * 2025 Development Charges Bylaw - signed * 2025 Development Charges Pamphlet * Staff report - 2025 development charges ## Development Charges Incentive Program ### Development Charges Incentive Program To support targeted growth, three new development charges deferral policies will take effect Jan. 1, 2026, for retail developments, rental housing buildings and industrial developments.
